The cabinet meeting on Tuesday 6, October 2009 has come to the following decision:

Economic Area Development on the Border of Thai-Burna, Mae Sod District, Tak Province

The Cabinet approves the three principals of economic area development on the border of Thai-Myanmar, Mae Sod district, Tak province as proposed by the Ministry of Commerce as follow:

1. Accelerate the construction of the 2nd Mitraphab Bridge between Thai and Myanmar to accommodate more logistics volume and East-West Economic Corridor

2. Accelerate the execution of special economic area project including One Stop Service for Import-Export and Logistics Park on the border of Thai-Myanmar, Mae Sod district, Tak province along the construction area of the 2nd Mitraphab Bridge between Thailand and Myanmar

3. Allow the Ministry of Commerce the appointment of Thai-Myanmar Border Commercial Development Board with the involvement of related government and private agencies in order to continually and effectively promote and drive the integrated commercial development on the border of Thai-Myanmar The Outcome Documents of the 15th ASEAN Summit and Related Summits

The Cabinet approves the 3 proposals by the Ministry of Foreign Affairs as follow:

1. Approval of 2 documents on Cha-am Hua Hin Declaration on the Inauguration of the ASEAN Intergovernmental Commission on Human Rights and Cha-am Hua Hin Declaration on the Strengthening Cooperation on Education to Achieve an ASEAN Caring and Sharing Community

2. Approval of Agreement on Privilege and Immunities of ASEAN

3. Assignment of the Prime Minister to sign or adopt the documents in topic 1 and assignment of the Minister of Foreign Affairs to sign the document in topic 2 with related countries in the 15th ASEAN Summit and Related Summits. If there is a necessity to amend the draft document that is not a subject matter or in contrary to the country’s interest, the Ministry of Foreign Affairs is allowed to carry out without the additional Cabinet approval.FactsThe Ministry of Foreign Affairs proposed that according to the Thailand’s Chairmanship of the 15th ASEAN Summit and Related Summits including the ASEAN Plus One Summit (with Dialogue Partners: China, Japan, Korea, and India), the 12th ASEAN Plus Three Summit, and 4th East Asia Summit during 23rd-25th October 2009 in Cha-am Hua Hin, the Prime Minister and the Minister of Foreign Affairs have to sign, adopt, or note the following outcome documents:

1. Documents to be signed/adopted by the Prime Minister include

1.1 Cha-am Hua Hin Declaration on the Inauguration of the ASEAN Intergovernmental Commission on Human Rights

1.2 Cha-am Hua Hin Declaration on the Strengthening Cooperation on Education to Achieve an ASEAN Caring and Sharing Community

2. Document to be signed by the Minister of Foreign Affairs is the Agreement on Privilege and Immunities of ASEAN

The Execution of the Liberia Sanctions Resolution by the Security Council Committee of the United Nations

The Cabinet approves the Execution of the Liberia Sanctions Resolution by the Security Council Committee of the United Nations as proposed by the Ministry of Foreign Affairs and assigns the adherence of the related agencies including the Ministry of Defence, Ministry of Finance, Ministry of Transport, Ministry of Interior, National Security Council, National Intelligence Agency, the Royal Thai Police, Anti-Money Laundering Office, and the Bank of Thailand. The adherence should follow the Laws of the Kingdom of Thailand and the related execution should be reported to the Ministry of Foreign Affairs to further report to the UN. The summary of the Liberia Sanctions Measures by the Security Council Committee of the UN includes Arms Embargo, Trade Embargo, Travel Ban, and Assets Freeze.

The Integrated Senior Citizen Development Strategy

The Cabinet approves the principal of the integrated senior citizen development strategy as proposed by the National Social and Economic Development Board with the summary as follows:

1. The income security guarantee focuses on promoting employment in potential senior citizen, promoting saving in people of all ages, promoting a life long learning for senior citizen, and enhancing the value of senior citizen for social and economic value added in order to achieve added products value and a fair return.

2. The social welfare development and suitable environment for senior citizen focus on welfare system development and environmental design for senior citizen with a social awareness of residential and commercial areas, tourist attractions, and services design for senior citizen. Therefore, the people of all ages can achieve a quality living.

3. The administration of the integrated senior citizen development strategy should focus on database and knowledge development in order to improve senior citizen potential with a systematically linkage to the network. Also, there should be a promotion of tax structure research that suits aging society, the interrelated research and development with the educational institutions on design and innovation for senior citizen and social setting, and the strengthening of senior citizen administration mechanism in all levels.
