The cabinet meeting on Tuesday 13, October 2009 has come to the following decision:
The Cabinet approved:
1.1. The draft announcement regarding to the areas affecting the kingdom internal security.
1.2. The draft announcement regarding to government agencies granting authority and responsibility to the Internal Security Operations Command so that it can act on behalf or with the authority. Officers operating according to the Internal Security Act 2008 will also be permitted to act as lawful officials.
1.3. The drafting of three regulations according to the Article 18 of the Internal Security Act 2008 as proposed by the Internal Security Operations Command and are passed on to the Council of State for urgent consideration for further processing.
2. When the situation has ended, related agencies will submit the report to the Internal Security Operations Command. The report will then be proposed to the Prime Minister in order to inform to the House of Representatives and the House of Senate according to the Article 15, Paragraph 2 of the Internal Security Act 2008.
Summary :
1. Announcement regarding to the areas affecting the internal security within Dusit district, Bangkok, from 15 — 25 October 2009. The Internal Security Operations Command will be responsible for the process according to the Article 15 of the Internal Security Act 2008.
2. Five regulations issued according to the Article 18 of the Internal Security Act 2008 are as follows:
2.1. Related state officials can operate or omit in any given case.
2.2. Prohibiting citizens from entering or leaving the areas, buildings, or indicated places during the operating hours unless authorized by officials or personnel with exceptions.
2.3. Prohibiting weapons outside of residents.
2.4. Prohibiting the use of transportation routes, vehicles or making conditions regarding to the mentioned prohibitions.
2.5. Permission or prohibition given to personnel regarding to the use of tools or electronic devices in order to prevent danger from citizens’ life or property.
The Cabinet’s approvals as proposed by the Ministry of Finance are as follows:
1. Approval for the investment projects under the 2012 Thai Khem Kang 2012 (second edition) with the total amount of 227,939.0193 million baht. Any related projects will be operated strictly according to each of the specific regulations and laws supervised by project agencies.
2. Approval for revenue insurance program to the farmers and the price insurance program for paddy rice with the total amount of 40,013.000 million baht. In addition, the agricultural product project 2008/2009 (interest rates given to financial institution), with the total amount of 1,919.6680 million baht, is a project under the eighth objective which is indicated by the Cabinet according to the Office of the Prime Minister’s regulations of management under the Thai Khem Kang 2012.
3. Approval for local organizations to run their projects according to the Office of the Prime Minister’s regulations by complying with the Thai Khem Kang 2012 management. Local organizations will have to complete their financial plan by 31 December 2010 and have the committee setting up regulations for them.
4. Transfer and detail changes approval under the Thai Khem Kang 2012 in three projects.
5. Loan approval according to the Royal Enactment authorizes the Ministry of Finance to loan for developing and creating economic stability 2009 in order to support the investment projects under the Thai Khem Kang 2012 with the total amount of 150,000 million baht. The committee is set to consider allocating loans to the projects under the Thai Khem Kang 2012 that have already been authorized by the Cabinet by emphasizing projects that follow the Government’s policy, which are needed to be implemented in 2010, as well as including governmental projects that are ready to be initiated in the same year.
The Cabinet acknowledged the progress of 3G organizational network project as proposed by the Ministry of Information and Communication Technology. The contents are as follows:
1. The Result of the Office of the National Economic and Social Development Board’s Assessment.
1.1 The transfer of the 2 GHz frequency’s right. The 8th National Telecommunications Commission meeting on 13 March 2009 approved the TOT Public Company Limited for the transfer of 1900 MHz radio frequency application exclusively from the ACT Mobile Company, Limited.
1.2 The revision process. TOT has reviewed plans to provide 3G services by emphasizing the network provider in order to sell to retailers, or Mobile Virtual Network Operator (MVNO). In addition, sine 21 September 2009, TOT has advertised to those who are interested in becoming 3G retailers.
1.3 Conducting Corporate Social Responsibility (CSR) in order to create responsibility in the society, which includes electronic garbage disposal management in the year 2009-2013 and a management that supports the changes in technology.
2. The Result of the Ministry of Finance’s Assessment TOT has considered about finding loan and marketing through competition in standardized pricing by having people offering loan in terms of Export Credit as approved by the Ministry of Finance. It also has initiated related Action Plan for further steps.
3. TOT is in the process of preparing the marketing and considering loan in order to initiate the project, which is estimated to spend less than the approved budget from the Cabinet (29,000 million baht) which is 20,000 million baht.
TOT will open 3G services in Bangkok and Metropolitan area on December 2009 in order to present to the King on the occasion of his birthday on 5 December 2009.
The Cabinet approved and authorized as proposed by the Ministry of Foreign Affairs as follows: Approved the Agreement in Economic and Thai-Kuwait Technical Cooperation that have already been signed for the parliament’s approval.
Authorized the Ministry of Foreign Affairs to send a document to inform Kuwait after the parliament has approved the mentioned issue.
Agreements in Economic and Thai-Kuwait Technical Cooperation are a broad agreement that assists in leading to other cooperation that both of the countries will comply in the future. It is an agreement that Thailand has signed with many countries and has identified many of the mutual agreements with such as economics, commerce, service, finance, banking, industry, energy, tourism, technicality etc. It proposed to set up the Joint Commission on Economic and Technical Cooperation (JC) by having the Minister of Foreign Affairs from Thailand and the Minister of Foreign Affairs from Kuwait as presidents.
The Cabinet acknowledged the result of The 2nd Neighbouring Countries Economic Development Cooperation meeting 2009 as proposed by the Office of the National Economic and Social Development Board (NESDB).
The meeting acknowledged the progress of the Neighbouring Countries Economic Development Cooperation Agency under the GMS IMT-GT BIMSTEC ACMECS Mekong-Japan Cooperation and the Emerald Triangle. The next process is as follows:
The GMS’s progresses are as follows: (1) The 15th Greater Mekong Subregion Cabinet meeting during 17-19 June 2009 at the Cha Am district, Petchburi. (2) The 2nd Economic Corridor Forum (ECF) meeting during 16-17 September 2009 at Phnom Penh, Cambodia. (3) Future points for implementation are the Cross Border Transport Agreement (CBTA), the Customs Transit System (CTS), and the Investment Cooperation of the Subregion.
The IMT-GT’s progresses are as follows: (1) Mid-Term Review (MTR) of the IMT-GT’s plan in the year of 2007-2011 was held during 16-17 July 2009 in Bangkok. (2) The 7th Thailand-Malaysia Committee on Joint Development Strategy for the border area (JDS) on 25 May 2009, Malaysia, agreed on the Thai-Malaysia top meeting in order to coordinate with the development of Southern boarder of Thailand along with the Northern Corridor Economic Region (NCER) and the East Coast Economic Region (ECER) of Malaysia. (3) Future points for implementation are the 16th IMT-GT senior and Cabinet meeting during 13-15 October 2009 in Melaka, Malaysia, along with the agreement in setting up the Centre for IMT-GT Subregional Cooperation, and the 5th IMT-GT Summit, which will be held during the 16th ASEAN Summit in Vietnam.
The ACMECS’s progresses are as follows: (1) The meeting received the result of the 3rd ACMECS Summit on November 2008 in Hanoi, which has been approved to create facility and promote trade, investment, and tourism. The main focus is to accelerate one-top check and release, give support for the member countries to participate in ACMECS SINGLE VISA, expand one-stop boarder services, create Contract Farming, consider setting up rice cooperation, and conduct an environmental branch. (2) Thailand could be the host of ACMECS Midterm Review Retreat and the leader of the ASEAN Summit on 25 October 2009 as well as having the Cabinet meeting along with the ASEAN Summit on the same occasion. (3) The Ministry of Commerce has conducted a meeting with the community that deals with Contract Farming, which is under the ACMECS and neighboring countries, that has not proposed for the Cabinet’s approval. Exchanging responses are already on the way to record understanding about the Contract Farming project.
The BIMSTEC’s issues for future implementation are as follows: (1) push forward for mutual understanding in setting up an energy center, a climate center, the Committee of Industry and Industrial Center, and creating a convention in resisting international terrorism, crime organization, and drug trade. (2) Approved the result of the study and proposal from the Asian Development Bank in improving basic structure in land, sea, and air transportation in order to link with regional transportation. (3) Push forward for BIMSTEC FTA conclusion. (4) Setting up the BIMTEC Secretariat. (5) Conduct an international Cabinet meeting in Burma 2009.
Japan proposed to host the Mekong-Japan Cooperation for the first time in November 2009, Tokyo. A 2nd Cabinet meeting will be held on 3 October 2009 in Siam Reap, Cambodia. Japan offered assistance to Lao, Cambodia, Burma, and Vietnam for logistic development and product expansion according to EWEC and SEC under GMS. Thailand participated as a partner to aim for improvements, especially emphasizing human resources development.
Cambodia proposed Thailand to host the Emerald Triangle in Ubon
Ratchathani. It is a cooperation that stresses tourism as the first branch.
