The cabinet meeting on Tuesday 1, December 2009 has come to the following decision:
The Cabinet acknowledged the meeting outcome of the National Security Center evaluation and approved the termination of the Bangkok Metropolitan Area state of emergency from the 1st of December 2009 onwards as proposed by the National Security Center.
The Cabinet approved the proposal from the Government Pension Committee for Southern Border Officers about the providing of life insurance for southern border officers according to the Prime Minister’s Office of regulation of the Government pension for southern border officers B.E. 2550 No.13 as proposed by the Prime Minister’s Office as follows:
Specify regulation, condition, and method of life insurance into 2 cases:
(1) In case that the Government agency already provided life insurance for southern border officers from the insurance company by using the donation fund or pension fund of that agency to pay for the insurance premium and the Government agency wishes to continue the life insurance from the insurance company.
(2) In case that the Government agency does not provide life insurance for southern border officers but wish the Government to pay “life insurance substitution” instead of applying for life insurance from the insurance company.
Provide life insurance for southern border officers to cover both the officers with official order for a permanent job or those with ad hoc order in the province of Narathiwat, Pattani, Yala, and Songkhla in the area of Thepa, Sabayoi, Na Thavee, and Jana district but not include Satun province.
Approve the budget limit of 96,480,000 Baht from the Prime Minister’s Office central budget, item emergency reserves upon case in 1. and allow the Prime Minister’s Office to request for additional budget limit as necessary from the Budget Bureau.
Begin life insurance application for southern border officers according to regulation, condition, and method in 1. starting from fiscal year 2010 onwards.
The Cabinet acknowledged the Prime Minister’s Office report of the 82nd Birthday Anniversary of His Majesty King Bhumibol Adulyadej on the 5th December 2009 as follows:
The Government agreed on the 82nd Birthday Anniversary of His Majesty King Bhumibol Adulyadej on the 5th December 2009 and the Prime Minister has appointed the working committee of the event in the occasion of the 82nd Birthday Anniversary of H.M. on the 5th December 2009. The director of the committee is Deputy Prime Minister Suthep Thaugsuban with the remaining Deputy Prime Minister and the Minister of Interior as deputy directors. The committees consist of the Minister to the Prime Minister’s Office, all other Ministers, the Deputy Minister of Interior, all Permanent Secretaries, the Public, and related Private sector. The Permanent Secretary of the Prime Minister’s Office and the Permanent Secretary of Interior Ministry are committees and secretaries.
The celebration ceremony will be held in both the Bangkok Metropolitan Area and all other provinces. There will be three ceremony places in BMA including Sanamluang that will be organized by the 5th December foundation, Ratchadamnoen road, and Dusit Palace Area. But for other provinces, the ceremony will be held at the suitable places.
The Cabinet acknowledged the 4th concluding situation of flooding in the South as proposed by the Ministry of Agriculture and Cooperatives. The influence of strong North Eastern monsoon covering the South and Gulf of Thailand caused a heavy downpour in the Southern provinces resulting in flash flood, flooding in lowlands, and brim river bank. The first period was during 2-11 November 2009 in 10 provinces of Chumporn, Surat Thani, Nakhon Si Thammarat, Trang, Pattalung, Songkhla, Satul, Yala, Narathiwat, and Pattani. The second period covered 19-22 November 2009 in 6 provinces of Songkhla, Narathiwat, Pattalung, Satul, Pattani, and Yala. Currently, the water level went back to normal.
The Cabinet approved the 12th draft joint statement of the BIMSTEC Ministers and authorized the Minister of Foreign Affairs to co-sign the document and if the document has to be amended without affecting the subject matter or in conflict of Thailand’s interests, the Ministry of Foreign Affairs can execute without further proposal to the Cabinet. As Myanmar to be a host of the 12th BIMSTEC Ministerial Meeting on 11th December 2009, the Ministry of Foreign Affairs reported that there will be an endorsement of the 12th draft joint statement of the BIMSTEC Ministers as follows:
1. The content of the 12th draft joint statement of the BIMSTEC Ministers
1.1 Affirmative of cooperation in the framework of BIMSTEC to promote economic growth and mutual development.
1.2 Pleased with the signing of four agreements.The Ministry of Foreign Affairs reported that Thai Senate approved the draft mutual of understanding of the establishment of BIMSTEC energy center dated 19th November 2009 and the Cabinet approved the signing of BIMSTEC Convention on Combating International Terrorism, Transnational Organized Crime and Illicit Drug Trafficking draft dated 3rd November 2009.
1.3 Political intention of member countries to promote and expand cooperation in the issues of trade and investment generation, transportation route and communication connection among member countries, exchange of information on tourism development and mutually tourism promotion, exchange of experience and energy cooperation, research and development in science and technology, sustainable use of natural resource in the seas, poverty reduction, cultural cooperation, combating international terrorism and transnational organized crime, environment and natural disaster management of public health including nostrum, and promotion of interactive activities among citizen.
1.4 Supportive of the establishment of BIMSTEC permanent secretary office in the near future
2. The Ministry of Foreign Affairs reported that this draft joint statement of the BIMSTEC Ministers has not been signed such that the statement does not count as contract according to Section 190 of the Constitution of Thailand B.E. 2550 to be approved by the Senate.
The Cabinet acknowledged the outcome of the special ASEAN Ministerial meeting on climate change during 28-29 November 2009 at Hyatt Regency Hua Hin, Prachuap Kirikhan province as reported by the Ministry of Natural Resources and Environment. This joint agreement of ASEAN will be presented in the United Nations 15th Climate Change Conference in Copenhagen, Denmark during 7-18 December 2009. The leaders of ASEAN will discuss the issue during breakfast of 16-17 December 2009 in Copenhagen, Denmark prior to the Senior Officials, Ministerial, or Representative Head Meeting. The related agencies will carry out the issue accordingly.Content
1. The meeting has considered ASEAN reaction during the special ASEAN Ministerial meeting on climate change and come to two documents outcome of Recommended ASEAN Common Understanding by the special ASEAN Ministerial meeting on climate change and Joint Media Statement with the content as follows:
1.1 Ministers or representatives in the special ASEAN Ministerial meeting on climate change at Hua Hin, Thailand on 29th November 2009 have shown environmental responsibility by jointly considering and reflecting the progress in climate change discussion together with ASEAN mutual interests’ issues. The cooperation should then be made for a successful discussion during 7-18 December 2009.
1.2 Ministers concerned that the COP15 discussion in Copenhagen may not progress as expected especially on the failure of Bali Action Plan that has been endorsed in Bali, Indonesia in 2007.
1.3 Ministers shared an idea of how ASEAN can support discussion process that needed to solve climate change effect both in medium and long term.
1.4 Ministers shared an idea and recommended ASEAN to understand and expect developed countries’ agreement on lower CO2 emission target, climate change adaptation, finance, technology transfer, and ASEAN competitive strength to support the solving of climate change globally.
1.5 Ministers acknowledged that Thailand’s Prime Minister Abhisit Vejjajiva who is also a President of ASEAN will attend the Climate Change Conference in Copenhagen and urged ASEAN member countries to join the meeting present views and political support.
1.6 Ministers have agreed on closely and collaborative working on climate change solution especially through the framework of ASEAN Climate Change Initiative: ACCI and ASEAN Working Group on Climate Change: AWGCC in which Thailand act as a host.
The Ministry of Foreign Affairs will circulate Recommended ASEAN Common Understanding by the Special ASEAN Ministerial Meeting on Climate Change to ASEAN member countries for feedback and response within 4th December 2009.
