The cabinet meeting on Yuesday 15, December 2009 has come to the following decision:
The Cabinet approved in principle the Ministry of Defense’s draft announcement on abandonment of Martial Law in some areas.Content of the Draft Announcement
1. Abandonment of Martial Law throughout the Kingdom of Thailand except in some area of a province or in all area of a province totaling 31 provinces.
2. Comparison of the announcement of abandonment of Martial Law in some area and enforcement of Martial Law in some area dated 31 December 2007 and this draft announcement. The result was that this draft announcement enforced the Martial Law in the area as in the announcement of abandonment of Martial Law in some area dated 31 December 2007 except the abandonment of Martial Law in 4 districts of Songkhla province including Jana, Thepa, Na Thavee, and Sabayoi. The specific Martial Law is enforced in Sadao district of Songkhla.
Content of the Draft Ethics Code
1. Set principle of public teacher’s and educational officer’s ideology (section 1).
2. Set definition, value, ethics, morals, and ethics code for Government officer, ethics committee, gift, and Head of Governmental department (draft number 3).
3. Set core value to be adhered (draft number 4).
4. Set ethics to be adhered e.g. adhere to virtue, ethics, and belief, behave according to one’s religion, adhere to constitutional monarchy, adhere to national benefits above self benefits, and responsible for duties (section 4 draft number 5 to 17).
5. Set morals to be adhered e.g. adhere to virtue, ethics, and belief, behave according to one’s religion, adhere to constitutional monarchy, adhere to national benefits above self benefits, responsible for duties, perform duties with correctness and fairness, have service-minded, live as a role model (section 5 draft number 18 to 28).
6. Set a committee of public teacher and educational officer to oversee an adherence of ethics code, set a permanent ethics committee for Government agencies and set authority and function (draft number 29 to 31).
7. Set head of Governmental department and Government executive to adhere to ethics code and behave as role model for subordinate and set authority and function (draft number 32).
