The cabinet meeting on Tuesday 5, January 2010 has come to the following decision:
The cabinet approved in principle the draft of the royal decree on using the median price of land during 1978-1981 annual council tax estimates for the 2010 annual council tax estimate, as proposed by the Ministry of Interior. The draft has also been forwarded to the Office of the Council of State for review and was authorised to proceed.
The Ministry of Interior proposed that, to collect the 2010 annual local development tax, which has to begin from January 1, 2010, onward, being in accordance with article 3 of the 1986 median price of land for annual local development tax estimate act which requires that the median price of land used in annual local development tax estimates from 1978 to 1981 to be used for not only 1986 annual local development tax estimate but also for the year 1987 and later years unless subsequent royal decree says otherwise, the median price of land used in annual local development tax estimates from 1978 to 1981, which was used in 2009, should continue to be used for the annual local development tax collection in 2010. The Minister of Finance, as the joint overseer of the 1965 Local Development Tax Act, has already agreed in principle with the draft.
The main content of the draft is that the median price of land used in annual local development tax estimates from 1978 to 1981, which was used in the 2009 local development tax collection, should be used for the 2010 annual local development tax collection as well ( draft of article 3).
The cabinet acknowledged the 2009 budget year annual report of the universal healthcare scheme (October 1, 2008 - September 30, 2009), which was presented by the Minister of Public Health and the Chairman of National Health Services Organisation. The following is the summary of the report.
1. Universal Healthcare Coverage
1.1. The number of Thai people having healthcare insurance has increased. 62.36 million Thais or 99.47% of the total population (62.69 million people) are covered by healthcare insurance.
1.2. 47.56 million people are registered under the National Health Security scheme.
1.3. The number of people using the service and services provided under the universal healthcare scheme are the following.
1.3.1. Outpatient service has been used for 140.88 million times by 39.02 million people while inpatient service has been used by 5.20 million, or for 21.17 million days in terms of days.
1.3.2. Traditional Thai medical treatment has been used by 306,755 people, or for 689,292 times in terms of frequency.
1.3.3. The number of people using heart and blood vessels specialist treatments, from 2006 to 2008, has been increasing, and it is found that the most important surgeries are open-heart surgery, coronary catheterization, valve surgery and balloon valvotomy.
1.3.4. In total, there are 335,362 people receiving (VCT) voluntary counseling and testing for HIV/Aids.
1.3.5. 567,703 people have participated in rehabilitation programme for disabled people.
1.3.6. 1,355,180 people have participated in chronic flu immunisation and prevention programme.
1.3.7. Amongst the specialist treatments, Haemophilia treatment has been used the most, with 49.03%.
2. Quality control and standardisation of hospitals have been ensured by credible accreditation, Hospital Accreditation (HA) phase I and II. There are 963 out of 990 hospitals, or 97.27%, having been accredited with HA. There 105 complaints in June 2009 while the survey of people satisfaction reveals that 89.32% of users are satisfied and 60.3% of providers are satisfied.
3. Regarding right protection, service centre for people under universal healthcare scheme has serviced to 783,487 subjects, most of them are information inquiries. The 95.04% of complaints were responded within 30 business days, and 95.04% of the complaints are now resolved.
The cabinet endorsed the improved National Education Plan (2009-2016), as proposed by the Ministry of Education, and it has assigned related agencies to use the plan as direction for education development within the given timeframe. The Ministry of Education has also put into consideration the opinions and observations of the Ministry of Culture, the Ministry of Labour, and National Economic and Social Development Office.
The compilation of the National Education Plan was based on the principle of sufficiency economy which focuses on moderation, rationality, and up-to-date knowledge, all of these aim for sustainable development and the well being of the Thai people. It encourages integration with "people" at the centre of development that is "balanced" between economic, social, political, and environmental. It is a plan that integrates religions, arts, cultures, sports, and education on every level.
The plan aims to (1) development life into a life that is full of physical, mental, intellectually, morally, and ethically advances, and capable of living happily with others while (2) develop the Thai society into strong society in terms of quality, intellect, and reconciliation and generosity.
Objectives
1. Develop people in every aspect and with balance so that they can be foundation for further development.
2. Make Thai society into ethical society that is equipped with intellect and learning.
3. Develop the environment of the society in order to create a foundation for human development, creating ethical society, and learning.
