The cabinet meeting on Tuesday 19, January 2010 has come to the following decision:
The cabinet endorsed and acknowledged the proposal by the National Security Council which can be summarised a the following.
1. The cabinet endorsed the draft of the announcement regarding the extension of the emergency decree in the areas of Narathiwas Province, Pattani Province, and Yala Province, and the draft of the announcement of the validity of the cabinet's authority over the declaration of the emergency decree was also endorsed by the cabinet.
2. The cabinet acknowledged the announcement regarding the authority to declare and issue orders of the Prime Minister over the 3-month validity of 3 emergency decrees for a situation with high degree of severity, effective from January 20, 2010 to April 19, 2010.
3. The cabinet has authorised the Internal Security Operative Command to periodically evaluate the implementation of the measures aimed to alleviate the side-effects from the enforcement of the Internal Security Act and to speed up the enforcement of article 21 of the 2008 Internal Security Act in the 4 districts of Songkla Province.
4. The cabinet has ordered local government offices in the area of 3 southern border provinces to focus on the simultaneous implementation of both the measures aimed to alleviate side-effects from law enforcement and the Internal Security Act.
The cabinet has authorised and acknowledged 4 proposals by the Ministry of Finance.
1. The cabinet has authorised the second amendment to the public debt management plan for the 2010 budget year, in which there is a net increase of 15,991.11 million Baht in operating credit which is now at 1,704,707.62 million Baht, from previously at 1,688,716.51 million Baht.
2. the cabinet has authorised the borrowing and government guarantee of state enterprises under the second amendment of the public debt management plan, budget year 2010.
3. The cabinet has authorised the Ministry of Finance to consider the borrowing, borrowing method, condition, and other detail of borrowing and guaranteeing debt, according to appropriateness and necessity under the second amendment of the public debt management plan, budget year 2010, but, if any state enterprise is able to finance itself by borrowing, it can proceed according to appropriateness and necessity of that particular state enterprise.
4. The cabinet acknowledged the second amendment of the public debt management plan, budget year 2010, for state enterprise with exception from the limit of the public debt management plan.
The cabinet endorsed the proposal by the Ministry of Labour, that is the extension of authentication and temporary residency for illegal migrant workers from Laos, Myanmar, and Cambodia, who were given temporary work permit for 2009, as endorsed by the cabinet on December 18, 2007, May 26, 2009, July 28, 2009, and November 3, 2009, totalled 1,310,690 workers(1,076,110 Burmese, 110,406 Laotians, 124,174 Cambodians). 61,543 of which have work permit expired on January 20, 2010, and another 1,249,147 will no longer have valid February 28, 2010, all of whom have expressed intention to authenticate their nationality and to extend their residency for another 2 years, to February 28, 2012, before which they must have authenticated their nationality.
The cabinet acknowledged and endorsed all three proposals from the Ministry of Foreign Affairs.
1. The cabinet acknowledged Thailand's application for the membership of the United Nations Human Rights Council (HRC), for the tenure from 2010-2013.
2. The cabinet acknowledged the voluntary pledge accompanied the application for a membership of Human Rights Council. The document focuses on the enforcement of human rights-related laws, putting them into practice as well as supporting human rights on every level. The promotion of human rights awareness amongst law enforcers and the possibility of being an ally of human right accords Thailand has not been allied with are also focused.
3. The cabinet authorised related government agencies that deal with human right issues to support and canvass for Thailand candidacy, when occasion permits. Help for Haitian Earthquake Survivors
The cabinet approved help for survivors of earthquake in the Republic of Haiti, as proposed by the Ministry of Foreign Affairs.
1. The cabinet decided todonate additional 100,000 USD to survivors of earthquake in Haiti on behalf of Thailand. The money will come from the the Ministry of Foreign Affairs' relief fund.
2. The cabinet agreed in principle that the Minister of Foreign Affairs is to consult with the Minister of the Prime Minister's Office Veerachai Veeramatheekul and to act as the coordinator for related agencies considering sending more help, such as, instant food, medical supplies, medical teams, etc, according to appropriateness in physical and financial terms. All of which will urgently be considered by the cabinet.
3. The cabinet expanded the Ministry of Foreign Affairs' relief fund from 10 million Baht to 30 million Baht for budget year 2011 so that Thailand can help other countries more and faster.
