The cabinet meeting on Tuesday 23, March 2010 has come to the following decision:
1. The cabinet approved
1.1 The draft notification of areas affected by the nation’s internal security including Bangkok, Pakkred District, Muang District, Nonthaburi Province, Bangpli District, Bangsaotong District, Bangboa District, Phrapradaeng District, Samutprakarn District, Samutprakarn Province during 24 March until 30 March 2010. The Internal Security Operation of Command is assigned to implement policies as in accordance with Measure 15.
1.2 The draft notification of assigning legal officials to implement the Internal Security Act 2008 in accordance with Measure 16 Paragraph 4 totaling 18 notifications.
1.3 The draft regulations as in accordance with Measure 18 of the Internal Security Act 2008 totaling 5 points and 3 documents as proposed by the Internal Security Operation of Command (ISOC) which will be sent to the Office of the Council of State to consider as urgent matters and then proceed.
2. Once the situation has been resolved, related agencies are to conduct and submit a report to the ISOC in order to present it to the Prime Minister, the House and the Senate as in accordance with Measure 15 Paragraph 2 of the Internal Security Act 2008.
The cabinet approved the principles on implementation of children development projects in communities relating to health and children’s development as proposed by the Ministry of Public Health. The Ministry of Education’s proposals are to be considered and implemented by the Ministry of Public Health as well. The expenditure will be disbursed from the 2010 central fiscal budget, and reserved budget in case of emergency and necessity, the total amount of which must not exceed 94,508,472 baht. The details are to be further discussed with the Bureau of the Budget. As for the expenses budget of 2011 and 2012, the Department of Health and related agencies are to propose annual expenses budget as appropriate and necessary and in accordance with the Bureau of the Budget’s opinion.
The cabinet approved, as proposed by the Minister of Public Health, the chairman of the National Health Security Office, as follows:
1. The approval of basic health rights including health support, medical treatment, health restoration, and disease prevention to individuals who have status and rights problems since 1 April 2010 under the National Health Security Office’s supervision.
2. The approval for setting up “Health Service Funds for Individuals Who have Status and Rights Problems”. The National Health Security Office is to arrange a reserved implementation budget for service agencies. In the 2010 fiscal budget, there are 457,409 individuals who have status and rights problems, with the total value of 472,823,683.30 baht. The office also has to set up a compensated budget as well as budget that pays based on age structure starting from 2011 fiscal budget onwards.
The cabinet approved urgent measures in solving pollution problem in the upper part of the northern region for the year 2010 and assigned to related agencies.
The Ministry of Natural Resources and Environment has reached an agreement that the pollution and wildfire problems in the upper part of the northern region are national problems that require integration from every government offices including public and private sectors in order to control and solve the problems effectively and in time. Thus, in order to control wildfire, open-space burning, and solve pollution problem efficiently, the Ministry of Natural Resources and Environment has proposed measures prohibiting open air burning and controlling of smoke pollution in 8 Northern provinces.
The cabinet approved Thailand International Development Cooperation Agency (TICA) and the Ministry of Foreign Affairs to sign the Exchanged Acceptance Letter. The TICA and agencies that manage the project also are to sign documents for various activities under the project stipulated in the Exchanged Acceptance Letter as proposed by the Ministry of Foreign Affairs.

The Thai and Japanese government has been conducting Thai-Japan academic cooperation for more than 40 years. Its purpose is for cooperation in developing various branches as well as being partners for the development of developing countries under the agreement of the Thai and Japanese government academic cooperation dated 5 November 1981.
Thai-Japan cooperation activities which the Japanese government supported through the Japanese fiscal budget 2009 consist of
o 28 Technical Cooperating Projects
o Individual Expert totaling 4 branches and 4 individuals
o 103 Training Programme in Japan scholarships
o 12 training courses in Thailand under the Third Country Training category
o Young Leaders Scholarship under the Youth Invitation totaling 5 courses
o 1 Technical Cooperation for Development Planning Project
