The cabinet meeting on Tuesday 30 , March 2010 has come to the following decesion:
1. The Cabinet agreed
1.1 Draft announcement of areas in which incidents affecting internal security occurred; Bangkok area, Pakkred and Muang districts, Nontaburi, Bangplee district, Bangsaothong district, Bangbo district, Phrapradang district, Muang district, Samutprakarn, during 31 March — 7 April 2010, by assigning the Internal Security Operations Command to be responsible for operation according to measure 15
1.2 Draft announcement of appointing officials operating according to the Internal Security Act B.E. 2551 as officers or legal officers, 18 issues, according to measure 16, section 4
1.3 Draft specification issued according to measure 18 of the Internal Security Act B.E.2551, 5 topics, 3 issues in total, as the Internal Security Operations Command (ISOC) proposed and passed to the Council of the State to urgently review and process.
2. After the incident ended, the concerned organization had to provide the ISOC a report for compile and send to the Prime Minister to report the Parliament and the Senate quickly according to measure 15, section 2, of the Internal Security Act B.E. 2551. 1.1 Announced 2 areas in Cha-am districts (Tambon Cha Am, Tambon Sampraya), Petchburi province and 4 areas in Hua Hin districts (Tambon Hua Hin, Tambon Hin Lek Fai, Tambon Tabtai, Tambon Nong Gae) Prachuabkirikhan province, and sea in the shore areas of Tambon Cha Am, Cha Am district, Petchburi province and Tambon Hua Hin, Tambon Nong Gae, Hua Hin district, Prachuabkirikhan province, except the area of the Klai Kangwon Palace, during 2-6 April 2010 as areas in which incidents affecting internal security occurred, assigning the Internal Security Operation Command to be responsible for operation according to measure 15
1.2 Draft announcement of appointing officials operating according to the Internal Security Act B.E. 2551 as officers or legal officers, 12 issues, authorizing the Internal Security Operation Command to operate according to measure 16, end section
1.3 Issued specification according to content in measure 18 of the Internal Security Act B.E. 2551, 5 topics, 3 issues in total, as the Internal Security Operations Command (ISOC) proposed and passed to the Council of the State to urgently review and process.
2. After the incident ended, the concerned organization had to provide the ISOC a report for compile and send to the Prime Minister to report the Parliament and the Senate quickly according to measure 15, section 2, of the Internal Security Act B.E. 2551
The Cabinet approved to extend the period for signing the contract of the investment scheme under the Action Plan of the Strong Thailand Project B.E 2555, according to the resolution of the Cabinet on 16 February 2010, from 31 March 2010 to 30 April 2010, only applied to the case of handmade work operated by the Military Engineers' Department receiving transferred work from the Department of Water Resource, as the Ministry of Natural Resources and Environment suggested. Reporting the performance of the scheme of applying geographic information system for monitoring and second rounds evaluation on the growing rice area for the first time in the year 2009/2010
The Cabinet acknowledged the operating result according to the resolution of the Cabinet on 23 February 2010 about the operation of the scheme “Applying Geographic Information System for Monitoring and Evaluating the Growing Rice Area of the year 2009/2010, second round” as the Ministry of Science and Technology proposed.
The Cabinet approved and endorsed a resolution as the Ministry of Foreign Affairs proposed 2 points as following ;
1. Approved the important document which would be signed or certified during the 16th ASEAN Summit and other concerned conferences during 6-9 April 2010
1.1 Draft ASEAN Declaration on Response to the Climate Change
1.2 Draft Protocol on Mechanism to Resolve the Conflicts of the ASEAN Charter
1.3 Draft Method on considering the Accession to the Treaty of Amity and Cooperation in Southeast Asia B.E. 2519
1.4 Draft Plan of Communication for ASEAN Community and Culture
1.5 Draft Framework of Authorization of the ASEAN Community and Culture Coordination Meeting, 5 issues in total
2. Approved the Prime Minister and the Foreign Minister to mutually sign or certify the important document in during the 16th ASEAN Summit and other concerned conferences. If there were any necessities in correcting and modifying the document which was not the main content or were not against Thailand’s interest, the Ministry of Foreign Affairs could operate without referring the matter to the Cabinet for review.
