The cabinet meeting on Tuesday 20 April 2010 has come to the following decision

The declaration of state of emergency in Bangkok, Nonthaburi, some districts of Samut Prakan, Pathumthani, Nakornpathom, and Ayutthaya regarding notifications, orders and related regulations.

The cabinet acknowledged its resolution of 7 April 2010 regarding the declaration of state of emergency in Bangkok, Nonthaburi, some districts of Samut Prakan, Pathumthani, Nakornpathom, and Ayutthaya as well as notifications, orders and related regulations as suggested by the Secretariat of the Prime Minister.

Facts

1. The Prime Minister had a meeting with related ministers including the Deputy Prime Minister (Mr. Suthep Thaugsuban), the Deputy Prime Minister (Mr. Sanan Kachornprasart), Prime Minister's Office Minister (Mr. Satit Wongnongtaey and Mr. Veerachai Veerametheekul), Minister of Defence, Minister of Tourism and Sports, Minister of Social Development and Human Security of Thailand, Minister of Interior, Ministry of Industry, and Minister of Education (Mr. Chaiwut Bannawat). The following resolutions were obtained on 7 April 2010 :

1.1 Approved

(1) The declaration of state of emergency in Bangkok, Nonthaburi, Muang district of Samut Prakan, Bangpli district, Phrapradaeng district, Phrasamutjedee district, Bangbao district, and Bangsaothong district, Samut Prakan, Tanburi district, Ladlumkaew district, Samkok district, Lumlukka district, and Klongluang district, Pathumthani, Phutamonton district, Nakhon Pathom, and Wangnoi district, Bangpainn district, Bang Sai district, Ladbualuang district, Ayutthaya.

(2) Notification on the subject of the stipulation of the ministers’ authority, as stated by law, which is the Prime Minister’s authority.

(3) The Prime Minister’s special order 1/2010 regarding the establishment of the Centre for the Resolution of Emergency Situations.

1.2 Acknowledged

(1) The Prime Minister’s special order 1/2010 regarding the appointment of superintendents, chief officers, and officers in solving the state of emergency.

(2) Regulations issued according to Measure 9 of the Royal Act of State of Emergency 2005.

(3) Notifications in accordance with Measure 11 of the Royal Act of State of Emergency 2005, Clause 8, paragraph 2 of the Royal Decree of the Proposal and Cabinet’s Meeting 2005.

2. The Secretariat of the Prime Minister arranged to have the notifications, orders and the mentioned regulations totaling 6 documents according to 1.1 and 1.2 published in the Government Gazette Declaration and General Task Edition 127 Special Section 45 ง dated 7 April 2010 and already notified the related individuals.

The schedule of the 1st Thai Khem Kaeng savings bond reservation and distribution for the fiscal year 2010

The cabinet approved the schedule of the 1st Thai Khem Kaeng savings bond reservation and distribution for the fiscal year 2010 which is during 17-21 May 2010 with conditions and details in line with the cabinet’s resolution of 16 February 2010. If the savings bonds cannot be distributed within the mentioned time and require postponement, the Ministry of Finance has the authority to consider for the next appropriate schedule of the savings bond reservation and distribution as suggested by the ministry.

Facts

The cabinet had a resolution for the Ministry of Finance to get a loan in order to adjust the debt structure according to the 2009 Royal Act authorizing the Ministry of Finance to restore and strengthen the economic stability with the limit of no more than 100,000 million baht. The issuance of the 1st Thai Khem Kaeng savings bonds in 2010 is to follow the conditions and details regulated by the Ministry of Finance and the reservation and distribution of the savings bond was scheduled to be during 29 March — 2 April 2010. The cabinet subsequently had a resolution approving the postponement of the savings bond reservation and distribution due to the situation that may cause travelling inconvenience for the people. The Ministry of Finance will schedule the appropriate time for the savings bond reservation and distribution and propose to the cabinet again.

The economic impact report regarding the political unrest

The cabinet acknowledged the economic impact report affected by the political unrest as proposed by the Office of Permanent Secretary Ministry of Commerce. As the political unrest has erupted since 12 March 2010 and has impacted entrepreneurs in the areas, the Ministry of Commerce has closely monitored the situation and reported the relevant economic situation of the country as follows:

Presently, there are some economic impacts from foreign countries caused by the political unrest but they are in specific areas. The international trading and trade exhibitions are starting to show a bad signal and affecting confidence. The prolonged political unrest will result in a long term effect. The Ministry of Commerce will closely monitor the issue.

Budget for the royal celebration on the occasion of the King’s 7th cycle birthday anniversary on 5 December 2011

The cabinet approved in principle for the Office of the Permanent Secretary to disburse 500 million baht from the 2010 — 2011 fiscal budget for the royal celebration on the occasion of the King’s 7th cycle birthday anniversary on 5 December 2011 as proposed by the Office of the Permanent Secretary.

Main Points

The secretariat of the Office of the Permanent Secretary of the King’s Celebration Organization Committee on the Occasion of the King’s 7th Cycle Birthday Anniversary on 5 December 2011 reported that on 12 February 2010 the King’s Celebration Organization Committee on the Occasion of the King’s 7th Cycle Birthday Anniversary on 5 December 2011 - 1/2010 had the following resolutions :

1. The appointment of 10 committees in order to assist with the implementation comprising 1.1 ceremonial committee, 1.2 projects and activities committee, 1.3 the royal celebration activity committee comprised of ministers’ spouses, 1.4 the royal souvenir committee, 1.5 public relations committee, 1.6 security and traffic committee, 1.7 documents and annals compilation committee, 1.8 follow-up and assessment committee, budget screening committee, and 1.10 the royal symbol consideration committee.

2. The proposal for the cabinet’s budget approval totaling 500 million baht for the expenditure of the King’s celebration event on the occasion of the King’s 7th cycle birthday anniversary on 5 December 2011 according to the policies of the King’s Celebration Organization Committee and various committees. The budget disbursement must take into consideration the royal honor, being economical and appropriateness. The budget screening committee has the authority to screen the details of the expenditure arisen from the event implementation.

The operation report according to the cabinet’s resolution regarding land provision for the restoration of the quality of living of the local who were affected by the Sirindhorn Dam construction

The cabinet acknowledged the operation result which was in compliance with the cabinet’s resolution in connection with the land provision for the restoration of the quality of living of the local people who were affected by the Sirindhorn Dam construction as suggested by the Ministry of Agriculture and Cooperatives.

Summary

The Ministry of Agriculture and Cooperatives reported that the Agricultural Land Reform Office (ALRO) and Ubonratchathani province had implemented measures in accordance with the cabinet’s resolution of 22 May 2007. The summary is as follows:

1. ALRO conducted a land provision project for the restoration of the quality of life of people who were affected by the Sirindhorn Dam construction in order to provide sufficient land allocation for agriculture and develop the basic living structure and farming for individuals affected by the dam construction.

2. The mentioned land procurement project must follow the regulations and orders of the Agricultural Land Reform Committee in relation to principles and methods of land provision, management, and development in order to revive the quality of life of the people who were affected by the Sirindhorn dam construction in Ubonratchathani province. The land allocation has already been completed for those who were affected totaling 2,299 individuals while 2,264 individuals were entitled to the land provision. As for the expenditure for the land procurement, there were 22,564 rai’s totaling 683,163,151.86 baht, the cost of land development was 403,556,648.14 baht, and the project management cost was 31,952,874.10 baht. The total amount of money spent amounted to 1,118,672,674.10 baht

3. In order to implement according to the number 2 above, the ALRO had obtained approval to use 1,123,821,370 baht from Farmer Aid Fund. After the expenditure deduction of 1,118,672,674.10 baht, the remaining of 5,148,695.90 baht was returned to the Farmer Aid Fund.

The application for the nomination of the World Expo 2020 host

The cabinet approved in principle the application to be the host of the World Expo 2020 of Thailand as proposed by Deputy Prime Minister (Mr. Sanan Kachornprasart). The procedures are as follows:

1. Thailand Convention & Exhibition Bureau (public organization) (TCEB) is to discuss with the Office of the National Economic and Social Development Board (NESDB) and the Department of Export Promotion, Ministry of Commerce (MOC), in order to summarize ways in setting up a national committee to study preparation procedures for the official application in 2011.

2. TCEB is to discuss with the NESDB about the proposal of the possibility of the Project Feasibility Study in order to lead to future decisions especially in the selection of the project location to correlate with the mass transportation and basic public utility investment plans, the appropriate theme selection, as well as the assessment of initial budget that is needed for each of the step of the procedures.

The operations as mentioned in 1.1 and 1.2 are to be completed within 60 days in order to propose to the cabinet to consider the setting up of the guidelines.

3. The TCEB is to publicize its unofficial intention in order to inform citizens of the benefits Thailand will receive and the creation of cooperation for hosting the World Expo 2020. The intention is to be announced in the World Expo 2010 at Shanghai, China, in June 2010.

The cost of initial public relations will be disbursed from TCEB’s 2010 budget. With clear implementations and the cabinet’s approval, there will be budget proposal for the subsequent years.

The initial expenditure should be disbursed from the TCEB budget which has been allocated in the 2010 fiscal year amounting to 749.797 million baht and allocation proposal for the 2011 fiscal year totaling 25 million baht
