Announcement of the State of Emergency issue no. 4 in the area of Kalasin and Mukdaharn and curfew

The Cabinet acknowledged the resolution of the Cabinet (19 May 2010) agreeing to announce curfew issue no.4 in the areas of Kalasin and Mukdaharn and acknowledged the regulation according to measure no.9 (1) of the State of Emergency B.E 2548 issue no.2, not allowing any persons in the curfew area to go out from 20.00 hrs of 19 May 2010 to 6.00 hrs. of 20 May 2010. The Secretariat of the Cabinet published the announcement and the regulation in the Royal Gazette, announcement and others issue, no. 127, special section 63D, 19 May 2010.

Requesting extension of the period of schemes under the “Strong Thai” Action Plan B.E 2555; Creative Economy scheme

The Cabinet approved the extension of the scheme under the “Strong Thai” Action Plan B.E. 2555, the Creative Economy scheme as the Ministry of Commerce proposed 2 points;

1. Approved the Department of Export Promotion to extend the period of signing the contract to 15 June 2010 according to the resolution of the Cabinet on 9 March 201o for both schemes.

2. Granted the Department of Export Promotion to extend the operation period and disbursement of the budget of the two Creative Economy schemes, from ending in the2010 fiscal year to the end of December 2010.

Facts

According to the resolution on 9 March 2010 approving loan allocation under the act granting the Ministry of Finance to raise a loan to restore and enhance economic stability B.E. 2552. The reserved budget would be disbursed according to the regulation of the Office of the Prime Minister on the scheme under the “Strong Thai” Action Plan administration B.E. 2012 to operate the scheme of Creative Economy in the budget of 1,000 million baht, 2 schemes belonged to the Department of Export Promotion, budget 70 million baht. The Department of Export Promotion had to submit the information, including the action plan and the disbursement plan to the Bureau of the Budget to review for allocation within 31 March 2010 and the Bureau of the Budget had to approve within 15 official days , after approval, the organization must sign the contract within 15 official days.

The Department of Export Promotion sent the detail of the action plan and the disbursement plan of both schemes to the Bureau of the budget to review in order to seek budget allocation on 31 March 2010 and received allocated budget from the Bureau of the Budget through the Government Fiscal Management Information System (GFMIS) on 7 May 2010. The Department of Export Promotion must sign the contract within 1 June 2010. At the moment it was in the process of purchasing according to the regulation of the Office of the Prime Minister on supply B.E. 2535 and additional and the regulation of the Office of the Prime Minister on electronics B.E 2549. Since issuing Terms of Reference : TOR for purchasing took time in operating for utmost effectiveness and efficiency for the state, purchasing of the two schemes might be delayed, later than the date determined by the Cabinet on 9 March 2010.

Measures to assist the entrepreneur affected by the political gathering

The cabinet approved the measures to assist the entrepreneur effected by the political gathering in addition of the resolution of the Cabinet on 4 May 2010 as suggested by the Secretariat of the Cabinet as follows.

Measure to assist employees

The Cabinet approved the employees out of the social security system to receive 7,500 baht per month grant-in-aids and assigned the Ministry of Labour to accelerate operation (In the case that the employees received the assistance in accordance with the Labour protection Act and the Social Security Act, if the employees were retired, they had the right to receive compensation and severance pay according to the Labour protection Act and to receive unemployment guarantee benefits from the Social Security Office at 50 percent of the hiring rate, but not over 7,500 baht per month, for six months, according to the Social Security Act.

2. Measure to assist big entrepreneurs

2.1 Assisting on wage payment which the entrepreneurs had to pay to the employees during the period they had to stop running their business for a month, the Cabinet approved assistance of one month wage payment which the entrepreneurs had already paid as appeared on their account, total amount was 417.3 million baht.

2.2 As for the rent, the Cabinet acknowledged that the committee assisting entrepreneurs and employees effected by the political gathering was negotiating a rent decrease

3. Measure to assist small entrepreneurs

The Cabinet agreed to pay the grant-in-aids to the small entrepreneurs, 50,000 baht each.

Propose to host international sports events

The Cabinet approved the principle granting Thailand and Sport Authority of Thailand to propose to host international sports events according to the strategy to develop Thailand’s sports for the excellence (B.E. 2553-2559) as suggested by the Ministry of Tourism and Sports.

Memorandum of Understanding on cooperation on culture and information and Memorandum of Understanding on cooperation on Bahrain — Thailand tourism

The Cabinet approved 2 proposals of the Ministry of Foreign Affairs as follows.

1. Approved signing the MOU between the government of the Kingdom of Bahrain and the government of the Kingdom of Thailand in the area of culture and information and the MOU between the government of the Kingdom of Bahrain and the government of the Kingdom of Thailand in the area of tourism

2. Granted the Foreign Minister or the person assigned by the Foreign Minister to sign the two MOU.

Content/ Fact and matter of law

1. The objective of the MOU between the government of the Kingdom of Bahrain and the government of the Kingdom of Thailand in the area of culture and information was to extend mutual cooperation on culture and information, covering cooperation on some certain important areas, for example, knowledge development, mutual assistance in the areas of arts and culture, press, and other cultural activities, cooperation between the radio and television stations; between journalists and representatives of press, joint meeting about details and additional measures, and evaluation of the operation result.

2. The objective of the MOU between the government of the Kingdom of Bahrain and the government of the Kingdom of Thailand in the area of tourism was to increase the number of tourists between the two countries, covering cooperation on some certain important areas, for example, exchanges of tourism, of information and expertise, of visits of press representatives, dissemination of knowledge in term of chances in tourism investment, organizing the week of cultural tourism, exhibitions, conferences and academic conferences, cooperation on marketing, and setting up the sectoral committee to operate in accordance with goals and objectives of the MOU.
