The cabinet meeting on Tuesday 15, June 2010 has come to the following decision:

The cabinet approved the Royal Decree of the Election of Bangkok’s House of Representative District 6 Available Seat Replacement A.D… as suggested by the Office of the Election Commission of Thailand. The matter will then be sent to the Council of State for urgent consideration and further proceeding. Fact

The Office of the Election Commission of Thailand had a resolution to propose the Royal Decree of the Election of Bangkok’s House of Representative District 6 Available Seat Replacement A.D… due to the death of Mr. Tiwa Ngernyaung, the House of Representative district 6, on 11 June 2010. The election date is set to be on 25 July 2010. The matter has been sent to the Council of State for consideration in advance. It is expected that the election application date will be held on 28 June 2010 until 2 July 2010 totaling 5 days.

The financial assistance request for people affected by the unrest since 12 March 2010

The cabinet approved in principle in supporting financial assistance for people affected by the unrest since 12 March 2010 as suggested by the Ministry of Social Development and Human Security. The detail of the assistant budget is to be agreed with the Bureau of the Budget.

Fact

The cabinet’s resolution on 20 April 2010 approved the Ministry of Social Development and Human Security to assist people affected by the unrest since 12 March 2010 by using the principle and the healing process that helped the people affected by the 7 October 2008 unrest and related situations. The money will be withdrawn from the 2009 annual budget, central budget, and the reserved finance for emergency cases or necessity which is the remaining money from assisting people affected by the 7 October 2008 unrest and related situations. The approved financial amount is 56,000,000 baht which now remains 19,752,500 baht while the additional approval is 25,000,000 baht totaling 44,752,500 baht. The medical assistance of Mr. Wanchai Chatchaitanawut is ready to be approved as a special case.

The Ministry of Social Development and Human Security has set up a healing center assisting people affected by the unrest since 12 March 2010. The registration for the people has been operating from 12 March until May 2010. A total of 1,063 people have registered which the evidences and documents have been checked and assistance has been given to 470 people who have completed documents and evidences totaling 27,123,209 baht. There are still 451 people waiting for money approval totaling 16,500,000 baht and evidences of 142 people are to be checked. In addition, there are still a lot of people who were injured and killed but have not come for the registration at the Department of Social Development and Welfare while the budget approved by the cabinet’s resolution on 20 April 2010 totaling 44,752,500 baht is running out. Thus, financial assistance is required in order to assist people affected by the unrest since 12 March 2010

Measures assisting SMEs entrepreneurs who were affected by the political unrest and tourism entrepreneurs through Small Business Credit Guarantee Corporation

The cabinet agreed with the 2 suggestions of the Ministry of Finance as follows :

1. Approved the change in principle in the Portfolio Guarantee Scheme phase 2 and the cancellation in guarantee fees for SMEs entrepreneurs who already received guarantee from the Small Business Credit Guarantee Corporation (SCBG) and the assets damaged by the fire from the political unrest.

2. Approved the compensation in guarantee fees, as SCBG cancelled to collect the charges from customers according to the measure mentioned above, not more than 37.5 million baht and the withdrawal must be in accordance with the real damage. The SCBG will agree with the Bureau of the Budget for allocating the budget to compensate with the next guarantee fees.

The southern boarder provinces community village follow-up projects

The cabinet approved the budget allocation for the southern boarder provinces community village follow-up projects that have not been assigned from the 2011 annual budget totaling 2,471.43 million baht and the Thailand: Investing from Strength to Strength budget. As for the remaining money, the royal decree authorized the Ministry of Finance to revive and support the economic stability 2009 in the community investment branch as proposed by the Deputy Prime Minister and the Vice Chairman of the 5 Southern Boarder Provinces Special Area Development Ministerial Committee (Mr. Suthep Thaugsuban).

Thailand’s attendance in the Global Initiative to Combat Nuclear Terrorism

The cabinet approved and agreed with the 2 proposals of the Ministry of Foreign Affairs (MFA) as follows :

1. Approved Thailand’s attendance in the Global Initiative to Combat Nuclear Terrorism which the MFA is assigned to be the central coordinator agency.

2. Approved the letter of endorsement which the MFA is assigned to send the letter to the MFA of the US. and Russia in order to complete Thailand’s attendance in GICNT and be able to have meetings with the GICNT members and get involved with other activities within the GICNT framework.

The bilateral meeting between Thailand and Laos

The cabinet approved the proposal of the Ministry of Natural Resources and Environment as follows :

1. Approved the Summary Record of the First Ministerial Meeting on Cooperation in Water Resources and Environment Management.

2. Approved the signing of the Minister for Natural Resources and Environment in the Summary Record of the First Ministerial Meeting on Cooperation in Water Resources and Environment Management under the name of the Thai government.

Summary

The Ministry of Natural Resources and Environment reported that :

1. During the 1st Mekong River Commission Summit, which Thailand is the host of the meeting, between 4-5 April 2010 at Hyatt Regency Hua Hin, Hua Hin district, Prachuabkirikhan province, the Minister for Natural Resources and Environment had an unofficial discussion with the Minister to the Prime Minister's Office and Head of the Water Resources and Environment Administration of Laos (H.E. Mme. Khempheng Pholsena). H.E. Mme. Khempheng Pholsena thought that there should be a more concrete cooperation between the two countries in order to operate water resources and environment effectively and sustainably. Since Thailand and Laos have been neighboring countries with close relation and boarders that are connected by water and land totaling 1,810 kilometers and depending on Mekong’s natural resources, there needs to be an expansion in cooperation regarding managing water resources to cover other natural resources as well as environment. In order to sustain the water resources and environment operation, related resources need to be developed with organization and in accordance with the Integrated Water Resource Management, which is the principle that supports sustainable development.

2. The Minister to the Prime Minister's Office of Laos invited the Minister for Natural Resources and Environment to a bilateral meeting between Thailand and Laos regarding the 1st Cooperation in Water Resources and Environment Management during 25-27 June 2010 at Vientiane, Laos. It is expected that the meeting will produce the Summary Record of the First Ministerial Meeting on Cooperation in Water Resources and Environment Management which is to be signed by the Minister for Natural Resources and Environment and the Minister to the Prime Minister's Office of Laos.

3. The Summary Record of the First Ministerial Meeting shows the political intentions of both sides, which is the first step towards cooperation in water resources and environment management between the two countries. However, the cooperation is not a document with the intention to regulate legal obligations. The limitations of the cooperation include the integration of the water resources management, the shared education in the water resources and environment management, the increase potential in the river basin committees and organizations, the fishery resources management, the flow of water and the ecology, the biological variety, and the problem concerning with mist crossing the boarders.
