The cabinet meeting on Tuesday 29, June 2010 has come to the following decision:

Draft regulation of the Office of the Prime Minister on reformation B.E....

The Cabinet approved the principle suggested by the National Health Committee;

1. According to the current crisis in Thailand influenced by economic and social structure problem, being a part of creating gap and injustice, in order to solve the problem sustainably, the Prime Minister invited people from all sides to jointly solve the problem by proposing the reconciliation plan, containing 5 important points. One of them was reforming the country by involving all sectors to solve the problem with concrete measures systematically, both in terms of welfare and opportunities, including determining the clear goal if upgrading income for the public could be done, which should be able to evaluate. This was the matter that every set of government had to work on in order to create justice in the society clearly.

2. The Cabinet endorsed the resolution (11 May 2010) approving the Pattana Thai Foundation to be responsible for organizing the public stage for levels, together with the Office of the National Economic and Social Development Board, the National Health Committee, the Thai Health Promotion Foundation, and all concerned parties in order to enhance brainstorming of all sectors to follow the method of creating national unity, starting from mid May-September 2010. On 17 June 2010, the brainstorming workshop to seek the method to reform Thailand was held. Also, an important proposal was suggested, it was proposing the state to arrange mechanism involving people from all sectors. The government would be responsible for supporting and suggesting the Prime Minister to invite the senior members to deliberate and monitor accelerating Thailand reformation.

Strategic framework on rice release according to the government intervention program

The Cabinet acknowledged the strategic framework on rice release according to the government intervention program, which was approved by the National Rice Policy Committee on 17 July 2009. As for the part concerning releasing or distributing crops (in the case of rice), following the Cabinet resolution on 13 May 2009 was exceptional. However, it had to follow the method of rice release in the stock of the government in accordance with the Cabinet resolution on 15 June 2010 as proposed by the Ministry of Finance.

Seeking approval on the draft MOU concerning countries using Gripen 39 aircrafts

The Cabinet agreed to allow the Ministry of Defence to arrange the MOU concerning countries using Gripen 39 aircrafts and authorize the Air Force Commander to sign the MOU on behalf of Thailand as proposed by the Ministry of Defence. The Ministry of Defence brought the opinions from the Ministry of Foreign Affairs to review and operate, including coordinating with the Ministry of Foreign Affairs to issue the Full Powers letter for the signatory.

The Ministry of Defence reported that;

1. The Ministry of Defence aimed to draft the MOU concerning countries using Gripen 39 aircraft to build close cooperation between the member countries; the Ministry of Defence of Czech Republic, the Ministry of Defence of Republic of Hungary, the Ministry of Defence of Republic of South Africa, and the army of Sweden authorized by the government of the Kingdom of Sweden, focusing on enhancing efficiency of both operation and technique.

2. The Ministry of Defence considered the MOU an agreement according to measure 190 of the Constitution of the Kingdom of Thailand, which must seek approval form the Cabinet. However, according to measure 190 section 2 of the Constitution, it was not an agreement, instead, it had to seek approval from the Parliament as the MOU did not contain any phrases causing changes in term of border of Thailand or the area outside on which Thailand had the sovereign right or authorities according to the agreement or according to international law or having to issue the act to be in line with the agreement, or having effect and toward economic or social security of the country widely, or binding in term of trade, investment, or budget of the country significantly.

3. The Ministry of Foreign Affairs reviewed issuing the MOU and suggested according to the opinion of the Ministry of Defence that the MOU was not considered an agreement according to measure 190 section 2 of the Constitute, which must seek approval from the Parliament. However, the previous method should be applied. The Ministry of Defence as a part of state sector would be responsible for reviewing and suggesting the Cabinet before operation causing binding (before signing)

Online Blessing to His Majesty the King and Her Majesty the Queen on 12 August and 5 December 2010

The Cabinet approved as suggested by the Ministry of Information and Communication Technology as following;

1. Agreed and approved arranging online blessing to H.M the King and H.M the queen on 12 August and 5 December 2010 of the Ministry of Ministry of Information and Communication Technology

2. Approved the state sector, ministry level, and organizations under provincial or state organizations, state enterprises, local organizations, academic sector, business sector, and private sector to use the website of online blessing of the Ministry of Information and Communication Technology as front page of each organization’s website to be the same for online blessing.

Operating ICT community learning centre for the King

The Cabinet approved and agreed as the Ministry of Information and Communication Technology proposed as following;

1. Approved the Ministry of Information and Communication Technology to operate the ICT community learning centre for the King scheme,1,000 spots across the country within the 578,000,000-baht (five hundred and seventy eight million baht) budget in the fiscal year 2011. For further process, the Ministry of Information and Communication Technology had to coordinate with the Bureau of the Budget.

2. Agreed to direct the National Telecommunications Commission to support the expense of internet provision for the ICT community learning centres across the country located in the inaccessible area of telecommunications and had to use satellite network instead, which was considered an important obstacle of communication, including accessing the information through internet in order to reduce the burden of internet provision expense.

Reporting the result of the Expert Working Group Meeting

The Cabinet acknowledged the report of the result of the Expert Working Group Meeting as the Ministry of Natural Resources and Environment proposed;

The 6 main points which the meeting jointly expressed their opinions and suggestions on the upstream processes as following;

The strong focus upon World Heritage was to allow the member countries to access mechanism in realising and protecting the World Heritage at the levels of country, region, including international level, as well as allowing the member countries to have fundamental choices for the member countries that willingly joined receiving advices on procedure of World Heritage registration.

The role of tentative lists was to explain the important steps of submitting the tentative lists and compiling documents used for explanation on process of equipment development training to help manage the tentative lists and draft document of World Heritage registration to obtain evaluation and results from the World Heritage Centre and consultative organizations.

Comparative analysis and thematic studies — suggestion should be made for the member countries in term of clearer comparative analysis, including allowing the consultative organization to assist the member countries in developing comparative analysis during the process of preparing document for World Heritage registration.

Clarity and complexity - the method and explanation should be easy to understand in order to explain the procedure and necessities for World Heritage registration, as well as maintaining continuity in building understanding to the member countries by allowing them to involve in the meeting of the World Heritage committee.

Capacity building — the attention should be paid to the procedure of enhancing potential and the procedure should be developed to be easier in order to make it easy to understand and have a tool in explaining the process of World Heritage registration.

Managing expectation — the tool for communication should be provided continuously and clearly for all concerned people in every level and input in the databases, for example websites of World Heritage centre or in the document or by the expert.
