The cabinet meeting on Tuesday 6, July 2010 has come to the following decision:
The Cabinet approved the Draft Act on Trade Secret (Issue...) B.E., which the previous Cabinet endorse a resolution approving the principles that the Council of State had reviewed as suggested by the Ministry of Commerce and referred to the Committee on Legislative Coordination to review before raising to the Parliament for further deliberation.
The Cabinet approved the proposals of the Committee on Assisting Entrepreneurs and Employees Affected by the Demonstration as follows.
1. Approved adjustment on the Cabinet’s resolution on 25 May, 2010, and 8 June, 2010 to grant the Ministry of Labour to directly allocate the area to the lessee, instead of allocating through the Ratchaprasong Square Trade Association
2. Assigned the Office of the Permanent Secretary for Ministry of Labour to be the organization to seek budget allocation and disbursement from the fiscal year 2010 central reserved budget in aspect of general grant-in-aids at the amount of 311 million baht to assist entrepreneurs in Ratchaprasong area, affected by the demonstration as rental and service fee according to the letter of the Ratchaprasong Square Trade AssociationOn 4 June 2010 and assigned the Bureau of the Budget to allocate that budget to the Office of the Permanent Secretary for Ministry of Labour in accordance with principles and codes of conduct as follows; (1) Assigned the Ratchaprasong Square Trade Association to conduct information summary to seek assistance on rental and service fee of the lessees and proposed to the Permanent Secretary for Ministry of Labour (2) Assigned the Office of the Permanent Secretary for Ministry of Labour to disburse from the Comptroller General’s Department and pay by cheque of Krung Thai bank Public Company Limited to the lessors according to the list of lessors conducted by the Ratchaprasong Square Trade Association.
The Cabinet acknowledged the report of the Ministry of Agriculture and Cooperatives on the result of the 4/2010 Committee on Egg and Product Policy meeting, 5 July 2010, reviewing the rising egg price problem and approved methods to solve the issue as follows.
Short-term measures
1. Allowing layer farmers to extend the period of remove old layers hen at least 4 weeks, from 78 weeks to 82 weeks or until the situation of egg market would be back to normal.
2. Requesting the egg exporters to terminate export temporarily, except the case bound to contracts.
3. Directing the Department of Livestock Development to administrate and distributed 50,000 chicks per month to the farmers who lacked chicks. The Department of Livestock Development had to coordinate on productive plan and chick distribution in association with the private sector of chick farm owners.
4. Assigning the Department of Livestock Development, Ministry of Agriculture and Cooperatives, as a the committee secretary, to monitor and follow up with the situation of chick and hen price constantly, and refer the matter to the committee for determining methods on adjusting price to be in line with the cost reasonably.
5. Assigning the Department of Livestock Development to report the operation result to the Committee on Egg and Product Policy within 30 days.
Middle-term measure
6. Assigning the Department of Livestock Development to coordinate with Kasetsart University to study and adjust the structure, authorities, and operation of the Committee on Egg and Product Policy within 60 days.
Long-term measure
7. Providing a centre of cocks and hens at the Department of Livestock Development for administrating balance in term of production and market in the egg industry and solving farmers’ problem of not having chicks to raise. The farmers who gathered as cooperatives or association had to propose the production plan and marketing plan for reviewing on the amount of cocks and hens import. The Department of Livestock Development was assigned to examine facts and coordinate with the Layer Farmer Association to determine the amount of cocks and hens that the Department of Livestock Development could have in hand.
The Cabinet approved 2 proposals as the Ministry of Foreign Affairs suggested as follows.
1. Assigned the Thailand International Development Cooperation Agency (TICA), Ministry of Foreign Affairs to sign the Exchange of Letter corresponding with the Japanese government
2. Granted the TICA and the organization operating the scheme to sign sub letters for activities under the schemes indicated in the Exchange of Letter.

Embassy of Japan in Thailand informed the request asking Thailand to issue the Exchange of Letter to accept the agreement on conducting activities under Thailand-Japan academic collaboration scheme in the Japanese fiscal year 2010 (1 April 2010 — 31 March 2012) to the Ministry of Foreign Affairs, indicating Thailand-Japan academic collaboration activities which the Japanese government supported in the Japanese fiscal year 2010 (equal to the Thai fiscal year 2012), consisting of;
1.1 27 Technical Cooperation Projects
1.2 Individual Experts for three fields
1.3 Training Programme in Japan, 92 courses
1.4 Training grant in the category of Third Country Training, 12 courses
1.5 Grant for Young Leaders under the Youth Invitation scheme, 5 courses
1.6 Scheme of Technical Cooperation for Development Planning, 2 projects
2. Action plan/ Thailand-Japan academic collaboration scheme operation in the Japanese fiscal year 2010 could respond and support the operation of economic and social development affair according to the policy of the Thai government importantly and strengthen the relations of the two countries, as well as enhancing the role of Thailand in reducing the gap of development and extending development opportunities of other countries. Issuing the Exchange of Letter to accept the agreement would be an important mechanism to strengthening the relations of the two countries in operating academic collaboration, including enhancing the role of Thailand in reducing the gap of development and extending development opportunities of other countries.
