The cabinet meeting on Tuesday 20, July 2010 has come to the following decision:

Ministry of Commerce’s draft announcement regarding the importation of corn used as animal food material into the kingdom as in accordance with the ASEAN Free Trade Agreement

The Cabinet approved the Ministry of Commerce’s draft announcement regarding the importation of corn used as animal food material into the Kingdom as in accordance with the ASEAN Free Trade Agreement. In addition, the Cabinet also approved the Ministry of Commerce’s draft announcement regarding the importation of soybean remains into the kingdom as in accordance with the ASEAN Free Trade Agreement. The two draft announcements proposed to the second Cabinet by the audit committee have been considered and processed.

Summary

1. The Ministry of Commerce’s draft announcement regarding the importation of corn used as animal food material into the kingdom as in accordance with the ASEAN Free Trade Agreement

1.1. The announcement is valid from 1 January 2010 (draft article 2)

1.2. Corn used as animal food material that is originated from the Association of Southeast Asian Nations under the ASEAN Free Trade Agreement is a product that requires certificate declaration to the customs department before being transferred into the kingdom. The declaration will be considered for tariff preferences. (Draft article 3)

1.3. The certificate request and issuance have to be in accordance with the procedures and conditions indicated by the Director of the Department of Foreign Trade (Draft article 5)

2. The Ministry of Commerce’s draft announcement regarding the importation of soybean remains into the kingdom as in accordance with the ASEAN Free Trade Agreement

2.1. The announcement is valid on the following day of the date published in the Government Gazette. (Draft article 2)

2.2. The cancellation of the Ministry of Commerce’s announcement regarding the importation of corn used as animal food material and soybean remains into the kingdom under the 2003 ASEAN Free Trade Area. (Draft article 3)

2.3. Soybean remains originated and imported from the country parties under the agreement regarding the mutual tax rate measures and the modified agreement protocol for the establishment of the ASEAN Free Trade Area is a product that requires a certificate of origin declaration in order to be presented to the customs department for the importation into the kingdom. (Draft article 4)

Request for the reduction of the annual property tax of the Chana powerhouse under the Electricity Generating Authority of Thailand

The Cabinet approved to subsidize the property tax of the Chana powerhouse under the Electricity Generating Authorities of Thailand (EGAT) for Klong Pia Tambon Administration Organization (TAO) as proposed by the Ministry of Energy as follows:

1. The property tax

  • 2007 (July — December 2007): 3,287,725.93 baht
  • 2008: 6,575,451.86 baht

2. As for the costs beside from Klong Pia TAO, EGAT will spend financial support for activities of the people and community as in accordance with the local community development plan of Klong Pia TAO. The subsidies are as follows:

  • 2007 (July — December 2007): 3,180,326.37 baht
  • 2008: 6,305,919.17 baht

3. EGAT will pay the subsidies as of 2010 - 2011 for people and community’s activities as in accordance with the principles mentioned above.

Request for financial support in the management costs of HOR replacement election in constituency no. 6

The Cabinet approved the 2010 annual budget, central budget and reserved budget for emergency cases to the Office of Election Commission (ECT) totaling 11,000,000 baht for the management costs of the HOR replacement election in constituency no. 6. The election was urgent and needed to be processed with regards to the 2010 Bangkok HOR election for constituency 6 royal decree. The budget was used according to the discretion of the Bureau of the Budget.

Summary report regarding the sale of cassava product as in accordance with the cassava market intervention project 2008/09 (9th — addition)

The Cabinet acknowledged and approved the two proposals proposed by the Deputy Prime Minister and the Chairman of the cassava policy committee (Mr.Tairong Suwannakeree) as follows:

1. Acknowledged the approval by the policy committee in the 2010 5th meeting on 10 June 2010. The policy committee approved the three-month extension for the cassava product sale in relation to the cassava market intervention project as of 2008/09. The time frame was extended from June 2010 to September 2010.

2. Approved the process of the cassava product sale in relation to the cassava market intervention project as of 2008/09 (9th — addition). According to the policy committee’s approval in the 2010 6th meeting on 14 July 2010, it was agreed to sell the remaining sliced cassava of 74,261.34 tons to the two buyers. The Nong Lanka farm bought 34,741.19 tons worth 187.60 baht while the Prai Sadao farm bought 39,520.15 tons worth 213.41 baht.

Project regarding Thailand’s proposal towards United Nations regulation for the treatment of women prisoners and non — custodial measures for female offenders

The Cabinet acknowledged and approved the proposals by the Ministry of Justice as follows:

1. Acknowledged the progress of the Enhancing Lives of Female Inmates project (ELFI) under the patronage of Her Royal Highness Princess Bajrakitiyabha in the Twelfth United Nations Congress on Crime Prevention and Criminal Justice in Salvador, Brazil on 12 — 19 April 2010 and the nineteenth Commission on Crime Prevention and Criminal Justice (CCPCJ) in Vienna, Austria on 17 — 21 May 2010.

2. Approved the Ministry of Foreign Affairs to support the Ministry of Justice to be the main agency responsible for the progress of the ELFI project under the patronage of Her Royal Highness Princess Bajrakitiyabha, especially in terms of diplomatic approach on both bilateral level and UN in New York. The responsibility also expands to push forward United Nations regulations for the treatment of women prisoners and non — custodial measures for female offenders, also known as ‘The Bangkok Rules’.

3. Approved the Ministry of Justice to set up a plan for the establishment of Thailand Institute for Justice (TIJ). In addition, the Ministry of Justice was assigned to consider and improve the details and process according to the Office of the Civil Service Commission’s suggestion. The plan will be later proposed to the Cabinet for consideration.
