The cabinet meeting on Wednesday 28, July 2010 has come to the following decision
Cabinet approved a draft act to promote social learning and the quality of youth B.E...... The Ministry of Education proposed the matter and submitted it to the Council of State for consideration. The consideration received additional observations of the Ministry of Education concerning the establishment fund for promoting social learning and the quality of youth.
The Ministry of Education and Ministry of Finance would determine details about social learning and quality of youth.
Cabinet acknowledged the public opinion on the project “6 days 63 million ideas," with the view of continuing reform for Thailand, as proposed by Office of the Prime Minister. Minister to the Office of the Prime Minister (Mr. Satit Wongnongtoey) was assigned to establish the working group to consider opinions of the people in the project "6 days 63 million ideas".
The process of gathering public opinions in multiple formats included listening to feedback from various sectors in the form of brainstorming seminars. The opinion was solicited from a group of local government officials, private entrepreneurs, teachers in technical colleges and professional media groups. A public forum of civil society was also held. Survey of the needs of the people was conducted through the National Survey of the National Statistical Office. These steps are important for the processing of suggestions from all sectors. The collection of data will be conducted to present to the Prime Minister and Cabinet to consider again, to determine policies, and prepare the plan for reforming the country on January 1, 2011 which will lead Thailand in sustainable reform. The Thai people will have opportunities to inform of their opinion through the phone. The government held a campaign "6 days 63 million ideas” for reforming Thailand during 1 - 6 July 2010 (8 am — 8pm) at Santi Maitri Building, Government House, with volunteers from all sectors to answer the phone calls.
Cabinet agreed and approved the following three items, as proposed by the Ministry of Education .
1. The Cabinet approved an agreement on Mutual Recognition of Academic Degrees in Higher Education between the Ministry of Education of the Kingdom of Thailand and the Ministry of Education of Government of the People’s Republic of China.
2. The Ministry of Education has been tasked by the Cabinet to revise the agreement once again for better understanding, without distorting its context.
3. The Cabinet authorized the Minister of Education or representative to sign the agreement on Mutual Recognition of Academic Degrees in Higher Education between Thailand and China.
Meanwhile, the Ministry of Foreign Affairs will implement the Full Powers proxy before an official endorsement takes place between the two Education Ministries of Thailand and China.
