The cabinet meeting on Tuesday 10, August 2010 has come to the following decision:

Ministry of Finance’s draft regulation regarding compensation for drug inspectors

The Cabinet approved the Ministry of Finance’s draft regulation regarding compensation for drug inspectors according to the proposal of the Ministry of Finance. The draft was submitted to the Audit Committee for the Cabinet’s consideration and approval in order to process.

Facts

The Ministry of Finance’s proposals:

1. According to the Ministry of Finance’s 2003 regulation regarding compensation for drug inspectors, drug inspectors are remunerated because their works require special experience and scientific knowledge. The results of inspection are crucial in the court as well as boosting the morale and motivation of the inspectors for effective performance.

2. Due to the National Police Office’s internal restructuring according to the National Police Regulation Act 2009 and the ministerial regulation regarding the Police Division Act 2009 on 7 September 2009, the Science Records Division, a unit responsible for drug inspection, is converted into the Office of Forensic Science. The office is divided into the Science Police Center and the Forensic Center 1-10 which replaces the Police Science and the Science Division Department. The Science Police Center is supervised by a commander and the Forensic Center is supervised by a commander or deputy commander depending on cases. The problems arose from the inability to compensate finance to drug inspectors according to the first regulation.

3. As a result, the Ministry of Finance agreed to modify the 2003 regulation regarding compensation for drug inspectors due to the National Police Office’s internal restructuring. Under the new office, the National Police Office’s name was changed, which does not match the unit name indicated in the sixth article. This caused the inability to compensate finance to drug inspectors. In order for effective disbursement, some regulations have to be modified. The compensation modification regarding money withdrawal has to be in accordance with Government Fiscal Management Information System (GFMIS), the authority and approvals apart from regulations.

Topic : Measures to assist farmers of the Bank for Agriculture and Agricultural Cooperatives who were affected by the outbreak of brown plant hoppers in 2009

The Cabinet approved the Ministry of Finance’s principles as follows:

1. Approved the measures proposed by the Bank for Agriculture and Agricultural Cooperatives to assist farmers who were affected by the outbreak of brown plant hoppers in 2009 as follows:

1.1. Loans before the disaster

1.1.1. Extended the loan repayment for 2 years.

1.1.2. Approved loan interest compensation to BAAC at the rate of 5 percent per year (MRR-1.75%). The total cost rate of BAAC is under the same criteria the Cabinet approved to assist the farmers affected by the flood in 2006. The total amount of two-year interest compensation for both old and new loans was 1,314.5 million baht. The BAAC evaluated the actual damage and asked the government for compensation in order to propose next-year expenditure budget.

1.2. New loans for improving employment

1.2.1. Approved to lend an individual with the limit of 100,000 baht

1.2.2. Reduced the two-year loan interest rate of 3 percent per year. The BAAC will request compensation from the government at the rate of 3 percent per year in 2 years.

1.2.3. Set the debt repayment schedule according to the repayment ability of the farmers. The BAAC modulated the principles from normal regulations as follows:

(1) In the case of real estate mortgage loans, the loans were expanded from half of the amount registered to the full amount registered.

(2) In the case of liability guaranteed by five or more debtors, the loans were expanded for each individual from 150,000 baht to 200,000 baht.

2. Approved the loan interest compensation budget for farmers to BAAC to process according to the measures. The loan is approximately 1,458.60 million baht. The BAAC was compensated year by year according to the situations within 2 years. Once the Cabinet approved, the BAAC coordinated with the Budget Bureau to request for damage compensation budget.

3. In 2009 fiscal year, should the farmers, the clients of BAAC, suffer from the outbreak of brown plant hopper in the same areas and other areas, the BAAC would provide assistance.

The result of the 6th Thai-Cambodian General Border Committee’s meeting

The Cabinet approved the result of the 6th Thai-Cambodian General Border Committee meeting proposed by the Ministry of Defense. Before being put in force, the report was submitted to the parliament for approval according to Section 190, Paragraph 2 of the Constitution of the Kingdom of Thailand.

Facts

The Ministry of Defense proposed the result of the 6th General Border Committee meeting for the Parliament’s approval according to Section 190, Paragraph 2 of the Constitution of the Kingdom of Thailand.

1. The 6th Thai-Cambodian General Border Committee meeting was held by Cambodia at Angkor Century Hotel, Siem Reap Province, Cambodia between 28 and 29 April 2009. The meeting was presided over by Gen. Prawit Wongsuwan, the Minister of Defense, and Gen. Tia Bun, the Deputy Prime Minister and the Ministry of Defense of Cambodia. The meeting acknowledged the progress of border cooperation and considered and approved 3 topics regarding 17 issues.

2. The resolution of the meeting was according to the negotiation framework approved by the Cabinet on 27 April 2009. There was a little change regarding the issue of the claims over overlapping sea areas. Previously, the joint technical committee and other related subcommittees were scheduled to meet in April 2009. However, the meeting was rescheduled to be held as quickly as possible.
