The Extradition of Mr. Viktor Bout

On 17 November 2010, Mr. Thani Thongphakdi, Acting Director-General of the Department of Information and Acting Foreign Ministry Spokesperson, responded to media enquiries following the statement by the Ministry of Foreign Affairs of the Russian Federation on the extradition of Viktor Bout, a Russian national, to the United States. Gist as follows:

1. The Thai authorities proceeded with this matter in accordance with the judicial process and the law. The Thai judiciary is independent and had considered Mr. Bout’s cases in accordance with the law and on the basis of facts without any political pressure or interference. Throughout, Thailand has continually kept both the Russian Federation and the United States closely informed of the Thai legal process and developments regarding this case.

2. The Royal Thai Government has proceeded with this matter in a straightforward and transparent manner, on the basis of Thai law, which is consistent with the principles of international law related to extradition. Throughout the whole extradition process, Mr. Bout was given every opportunity to defend himself by means of having a lawyer to represent him and provide him legal counsel. In addition, during Mr. Bout’s detention, he was well treated in accordance with international standards and norms.

3. Given the continual discussions and explanations that have taken place, and as the Russian Federation had earlier shown its understanding of the Thai law and judicial process, it is regrettable that the Russian Federation issued such a statement expressing its latest position. Thailand will provide further explanation of this case, particularly on the relevant legal issues, to the Russian Federation.

4. Thailand and the Russian Federation have enjoyed long-standing and deep-rooted bilateral relations, which have continued to develop in various dimensions. This case should therefore not affect overall bilateral ties between both sides.
