Prime Minister's special lecture on “Thailand’s Social Policy: Vision and Direction”

On 18 January 2011, H.E. Mr. Abhisit Vejjajiva, Prime Minister of Thailand, delivered a special lecture on “Thailand’s Social Policy: Vision and Direction” at Vithes Samosorn, Ministry of Foreign Affairs. The audience included approximately 300 representatives from the diplomatic corps, international organizations, government agencies, private organizations, academia, NGOs and members of the press. Throughout the speech, the Prime Minister reiterated the “people-centered” approach of the government’s social policy which prioritizes (1) creating opportunities and empowerment (2) improving the quality of the people and (3) providing security and welfare for all sectors in the society. Gist as follows:

“Social policy is a topic of great importance for Thailand. During the New Year period, the government launched a reform plan that aims to address social disparities and creates an equitable economy and society. The plan will provide benefits to millions of people, especially to those who have thus far not been covered by any welfare scheme.

The government has always believed in a “people-centered” approach and wishes to see all sectors of the society prosper in a fair and equitable economy. Since the government took office two years ago, more than 12 million people now have access to free, 15-year basic education. Moreover, the quality and standards of the Universal Healthcare coverage have been improved and extended to groups like the elderly and the handicapped. To this end, the government aims to achieve a universal welfare system by 2016.

With regard to the social dimension of foreign policy, the government has adopted a rights-based, human security and human development approach. As Thailand is now a member, and current President, of the United Nations Human Rights Council, Thailand will continue to attach great priority to the rights of special groups within the society, namely women, children, the disabled and the marginalized. In addressing poverty alleviation, Thailand has introduced various development projects within the framework of South-South Cooperation, and has strengthened its “health diplomacy” to increase awareness of common vulnerability from transnational health threats and natural disasters. On the humanitarian front, Thailand has long provided shelter and assistance to people in need.

The Prime Minister’s concluding remarks reassured the audience that the government is clear in its vision and determined to carry forward and implement policies for the ultimate benefit of the people of Thailand.
