H.E. Ms. Yingluck Shinawatra, Prime Minister of Thailand, is scheduled to attend the 19th ASEAN Summit and Related Summits to be held on 17-19 November 2011 in Bali, Indonesia. In addition to the meeting among ASEAN Member States, ASEAN Leaders will also meet with Leaders of 5 Dialogue Partners of ASEAN, i.e. China, Japan, Republic of Korea, India, and the United States of America, as well as the United Nations Secretary-General and the ASEAN Business Advisory Council (ABAC). The Bali Summits will also include the 6th East Asia Summit (EAS), which will be attended by the President of the Russian Federation and the United States of America for the first time. At the sub-regional level, Prime Minister Yingluck will also attend the Mekong-Japan Summit.
At the Bali Summits, Prime Minister Yingluck will aim at (1) building confidence in the recovery and rehabilitation of the country after the flooding with cooperation and participation from all sectors, and reassuring that Thailand will continue its active role in ASEAN Community Building efforts; (2) enhancing cooperation and exchange of experiences in disaster management in all phases from preparedness, relief, to recovery and rehabilitation, while focusing on water resources management in the context of disaster management; and (3) stressing the need for a resilient ASEAN Community that can effectively cope with all kinds of challenges, be they natural disaster, global economic slowdown, or security threats.
Other issues to be highlighted include promotion of good governance and democracy, connectivity in ASEAN and beyond ASEAN, as well as strengthening of ASEAN role in the international arena, consistent with the theme of ASEAN during Indonesia’s chairmanship “ASEAN Community in a Global Community of Nations”.
In addition, at the Summits with the dialogue partners and the United Nations, as well as the ASEAN+3 Summit and the EAS, Thailand will also touch upon issues of common interest, such as food security; economic cooperation, in particular in the framework of the existing ASEAN’s FTAs, as well as regional and international issues.
The Bali Summits are expected to witness the signing and adoption of a total of 21 outcome documents. Most notably is the signing by ASEAN Leaders of the Bali Declaration on ASEAN Community in a Global Community of Nations. ASEAN Ministers will also sign the Agreement on the Establishment of the ASEAN Coordinating Centre for Humanitarian Assistance on Disaster Management (AHA Centre) and the Declaration on ASEAN Unity in Cultural Diversity: Towards Strengthening the ASEAN Community.
