Prime Minister Yingluck Shinawatra attends the 14th ASEAN+3 Summit

On 18 November 2011, at 14.00-16.00 hrs, Prime Minister Yingluck Shinawatra attended the 14th ASEAN+3 Summit at Bali Nusa Dua Convention Centre (BNDCC) in Bali, Republic of Indonesia.

Main points of the meeting are (1) ASEAN+3 leaders welcomed progress under the framework of ASEAN+3 Cooperation for the past 14 years which had made significant achievements in several areas and agreed to promote further cooperation in all dimensions in view of the long term goal to build an East Asian community (2) ASEAN+3 leaders agreed to further promote financial cooperation in the region by utilising existing cooperative measures, particularly the Chiang Mai Initiative Multilateralisation or CMIM (3) the Summit agreed on promotion of connectivity within and beyond ASEAN, welcomed Thailand’s initiative on ASEAN+3 Partnership on Connectivity, and noted China’s offer to host an international symposium on connectivity next year to complement with Thailand’s initiative (4) other areas including food security, disaster management, water resources management and trade liberalisation, as well as the establishment of the East Asian Vision Group 2 (EAVG II) to recommend direction for future cooperation.

Prime Minister Yingluck raised several proposals at the Summit which are (1) calling on ASEAN+3 Finance Ministers to consider further measures to strengthen regional resilience to deal with global economic shocks (2) recommending that the Leaders task relevant ministers to develop measures to promote cooperation in water management (3) welcoming the signing of the ASEAN Plus Three Emergency Rice Reserve (APTERR) which will provide measure to ensure food security and reiterating Thailand’s support to the APTERR Secretariat located in Bangkok (4) ASEAN+3 Partnership on Connectivity and (5) supporting the ASEAN FTA++ Framework which would promote regional economic integration.

The ASEAN Plus Three Summit began in 1997 in the aftermath of the financial crisis in the South East Asia. It comprises ten ASEA N Member States and Three northeast Asian countries, namely China, Japan, and the Republic of Korea. Since then, the ASEAN Plus Three Summit is held annually. Currently, the ASEAN Plus Three Cooperation has more than 20 strategic areas and the most progressed cooperation is in financial cooperation under Chiang Mai Initiative and food security cooperation under the establishment of APTERR.
