Thailand becomes the 50th Signatory to the Nagoya-Kuala Lumpur Supplementary Protocol on Liability and Redress to the Cartagena Protocol on Biosafety

On 6 March 2012, H.E. Mr. Norachit Sinhaseni, Ambassador and Permanent Representative of Thailand to the United Nations, New York, represented the Royal Thai Government in the signing of the Nagoya-Kuala Lumpur Supplementary Protocol on Liability and Redress to the Cartagena Protocol on Biosafety. On this occasion, Thailand became the 50th Signatory and the first country in ASEAN to sign the Nagoya-Kuala Lumpur Supplementary Protocol.

The Fifth Conference of the Parties Serving as the Meeting of the Parties to the Cartagena Protocol (COP-MOP 5), which met in Nagoya, Japan, adopted the Nagoya-Kuala Lumpur Supplementary Protocol. The Supplementary Protocol aims to contribute to the conservation and sustainable use of biological diversity, taking into account risks to human health, by providing international rules and procedures in the field of liability and redress relating to living modified organisms.

The Nagoya-Kuala Lumpur Supplementary Protocol will enter into force 90 days after the deposit of the fiftieth instrument of ratification. Among the countries which have signed the Supplementary Protocol, two countries, namely the Czech Republic and Latvia, have currently ratified the protocol.

The ratification process in Thailand will adhere to the provisions of Article 190 of the Constitution of the Kingdom of Thailand, B.E. 2550. The process will include public hearings, with the involvement of stakeholders and the general public. Ratification will also require the further consideration and approval of the Cabinet and the National Assembly.
