Guidelines and Procedures for Financial Assistance on Humanitarian Basis to Victims affected by Incidents of Political Violence (2005-2010)

On 6 March 2012, the Cabinet approved the Guidelines and Procedures for Financial Assistance on Humanitarian Basis to the First Group of Victims affected by Incidents of Political Violence (2005-2010). In this connection, on 13 March 2012, the Sub-committee on Civil Remedies and other Alternative Recoveries announced the mentioned Guidelines and Procedures. Gist as follows:

1. The first group of victims is defined as the general public, agents of the state, or members of the media who were killed, handicapped, lost vital or non-vital organs, or sustained serious or non-serious injuries as a result of their presence in locations where political violence occurred in 2005-2010. The victims are limited to those who are not charged with any offence or subject to prosecution by relevant government authorities.

2. Incidents of political violence between 2005-2010 include the People’s Alliance for Democracy (PAD) protests against the government of former Prime Minister Thaksin Shinawatra in the latter part of 2005, the coup d’etat of 19 September 2006, the protests of the United Front for Democracy Against Dictatorship (UDD) against the coup d’etat, the PAD protests against the governments of then Prime Minister Samak Sundaravej and Prime Minister Somchai Wongsawat, the protests of the UDD in April 2009 and from April-May 2010.

3. Those eligible for financial assistance under the set criteria are those who were handicapped, lost vital or non-vital organs, or sustained serious or non-serious injuries. In the case of loss of life, each child, legal spouse, living parents, dependents and guardians of those killed are eligible.

4. The Department of Social Development and Welfare, Ministry of Social Development and Human Security is the agency responsible for the disbursement of such financial assistance.

5. The eligible persons or through authorized persons must register their request within 12 April 2012 at the Baan Rajavithi Girl’s Home, 255 Rajavithi Rd., Phyathai, Rajathewi, Bangkok 10400, tel. (662) 659 6261 or the Royal Thai Embassies / Royal Thai Consulates — General abroard.

6. The following documents are required:

  • Copy of National Identification card of eligible person (and of the authorized person if applicable),
  • Copy of House Registration of eligible person (and of the authorized person if applicable),
  • Power of Attorney (if applicable),
  • Copy of Death Certificate
  • Medical Certificate proving injury or loss of organs in incidents of political violence (2005-2010),
  • Receipt from hospital/medical institution indicating cost of medical treatment for injuries or loss of organs in incidents of political violence (2005-2010),
  • Documents which prove that the recipient of the assistance is related to the victim killed, as a child, husband or wife, father or mother, dependent or guardian (as the case may be) and
  • Other documents as specified by the committee.
