On 19 December 2007, H.E. Nitya Pibulsonggram, Minister of Foreign Affairs of Thailand presents Thai Government funds in the amount of 15 million baht to support of the activities of the Fulbright Foundation to Dr. Manaspas Xuto, Chairman of the Executive Committee of the Thailand-United States Educational Foundation, or Fulbright. The Royal Thai Government, on 28 August 2007, approved the increase of the funds from 5 million baht to 15 million baht per year, effective from the fiscal year 2008 onwards.
The Foundation has received financial support from the U.S. Congress through the U.S. State Department and the Royal Thai Government through the Thailand International Development Cooperation Agency since 1990. In addition to government funds, the Foundation receives financial support from various private educational establishments, Fulbright alumni, and certain private companies e.g. Esso, United Airlines, and Northwest Airlines. The increase in annual funding from the Royal Thai Government reflects the close partnership between Thailand and the United States.
Cooperation on education and exchange of students and researchers has been a strong foundation for the Thai-U.S. relations. At present, there are approximately 9,000 Thai students and researchers in the U.S. The Fulbright Foundation has played an active role in promoting educational exchanges between the two countries.
The Foundation has granted scholarships and financial aid to Thai researchers, through the Fulbright Open Competition Program (scholarships for Bachelor degree graduates to continue their Master’s and Doctoral studies), the University Staff Development Program (for university lecturers to continue their studies at Master’s or Doctoral levels, with priority given to those based at provincial universities), and the Hubert H. Humphrey Fellowship Program (for exceptional medium-level academics/researchers to engage in non-degree study or training). As for U.S. researchers, support is given through the U.S. Student Program (for students researching in Thailand), and the English Teaching Assistant Program, which create opportunities for U.S youths to teach conversational English in high schools throughout the Thai countryside and to experience and learn about Thai culture.
