On 11 September 2008, Deputy Permanent Secretary for Foreign Affairs Norachit Sinhaseni delivered opening remarks for ASEAN Regional Forum (ARF) Workshop on Stabilization and Reconstruction Issues, co-chaired by Thailand and the United States of America at Westin Grande Sukhumvit. The workshop marked the inaugural ARF event under Thailand’s ASEAN Chairmanship and the theme this year is “Preparing Civil-Military Response Capabilities for Peacekeeping, Emergency Operations, Stabilization and Reconstruction”.
Deputy Permanent Secretary said that the ARF, with its birth in Bangkok 15 years ago, has evolved into an important forum contributing to peace and stability in the Asia-Pacific region. He also mentioned the active contribution of Thailand in international peacekeeping from its reconstruction assistance in Cambodia after the war in the 1990s to its participation in the United Nations Peacekeeping and Observation Operations in Afghanistan, Iraq, Sierra Leone and Burundi. The Thai military personnel were also dispatched for humanitarian assistance in natural disasters from Tsunami in 2004 to most recently the Cyclone Nargis in Myanmar. In 2006, Thailand also set up Peace Operations Centre under the Royal Thai Armed Forces Headquarters for technical support and personnel training. In his final words, Deputy Permanent Secretary Norachit expressed high hope that the ARF remains relevant as the region’s premier security institution.
The workshop serves as a networking venue for civilian and military experts to discus and exchange ideas, experiences and best practices on how to enhance cooperation in stabilizing and restructuring post-conflict and post-disaster situations in the Asia-Pacific region.
The 2-day Workshop will end on 12 September with Thailand and the United States, sharing with the other participants the overall views on regional stabilization and reconstructions issues and the future role of ARF. The countries participating in this Workshop include China, Japan, New Zealand, Canada, EU, Singapore, Indonesia, Bangladesh and Timor Leste.
