On 25 August 2008, the Minister of Foreign Affairs sent a note to H.E. Mr. Hor Namhong, Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation of Cambodia, referring to the remark made by H.E. Hor Namhong during the working lunch at the First Thai-Cambodian Foreign Ministers’ Meeting in Siem Reap on 28 July 2008 that the Joint Communique between Thailand and Cambodia dated 18 June 2008 is not considered by the Kingdom of Cambodia as a treaty under international law.
In the above-mentioned note dated 25 August 2008, the Thai side expressed its appreciation for the Cambodian side’s understanding that performance of the terms of the said Joint Communique is not required and that Thailand was of the same view that circumstances subsequent to its signature — together with the resultant constraints — were such that the Joint Communique itself became a defunct document. The copy of the above-mentioned note is enclosed herewith.
