On 10 October 2008, Mr. Sompong Amornvivat, Deputy Prime Minister and Foreign Minister, commenced his official visit to the Lao People’s Democratic Republic (Lao P.D.R.) to introduce himself upon assuming the post of Foreign Minister. The Foreign Minister paid courtesy calls and held discussions with Lt. General Choummaly Sayasone, President of Lao P.D.R., Mr. Bouasone Bouphavanh, the Prime Minister and Dr. Thongloun Sisoulith, the Deputy Prime Minister and Foreign Minister. The Lao P.D.R. side expressed appreciation to the Thai side for the visit and extended a warm welcome.
The Foreign Minister reaffirmed Thailand’s readiness to serve as ASEAN Chair and to cooperate with Lao P.D.R. to realize projects which had been reached with past Thai Governments, particularly the various transportation projects. The Lao P.D.R. side was of the view that establishing a transportation network with Thailand will facilitate Lao’s access to the sea. In the future, the first railway line in Lao P.D.R. history to link the capital of Vientiane with a foreign capital, namely Bangkok, will be constructed, which should help to increase foreign direct investment in Lao P.D.R.
Following the bilateral discussions, Mr. Sompong presented a Letter of Intent to provide 2 million baht in financial support to Lao P.D.R. for the “School of Friendship” Project, a joint 2008 project between the Foreign Ministries of Thailand and Lao P.D.R. to construct a school building at an elementary school in Kaysone Phomvihane city, Savannakhet Province.
In the evening, the Deputy Prime Minister and Foreign Minister of Lao P.D.R. hosted a dinner for the Foreign Minister and his delegation, a reflection of the friendly relations between the two countries. The Deputy Prime Minister and Foreign Minister of Lao P.D.R. expressed special appreciation to the Royal Thai Government for providing 1.5 million sand bags worth 15 million baht this past August, which allowed Lao P.D.R. to protect Vientiane from the worst flooding to hit the area in the past one hundred years.
