Foreign Minister Kasit exchanges Instruments of Ratification of Prisoner Transfer Agreement between Thailand and Swaziland

On 13 May 2009, Mr. Kasit Piromya, Minister of Foreign Affairs, and Mr. Mpumelelo Joseph Ndumiso Hlophe, Ambassador Extraordinary and Plenipotentiary of Swaziland to Thailand, met at the Foreign Ministry to exchange the Instruments of Ratification of the Agreement between Thailand and Swaziland on the Transfer of Offenders and on Co-operation in the Enforcement of Penal Sentences (Prisoner Transfer Agreement), signed in Mbabane on 5 June 2007..

The Exchange of the Instruments of Ratification brings this Agreement into force, pursuant to its Article 9. For Thailand, the Act on Co-operation between States in the Execution of Penal Sentences B.E. 2527 (1984) is the enabling legislation of this Agreement.

Thailand attaches great importance to the main objective of the Agreement, which is to facilitate the rehabilitation of offenders. The Agreement provides conditions for offenders, who have already served the minimum period of imprisonment to be transferred back to their own country to serve out the remainder of the sentence. The Agreement, therefore, serves as a mechanism to help further strengthen co-operation in law enforcement and the administration of justice between the two countries.
