On 23 November 2009, Mr. Tibor Toth, Executive Secretary of the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO PrepCom), paid a courtesy call on Foreign Minister Kasit Piromya at the Foreign Ministry on the occasion of his visit to Thailand to attend the CTBTO regional meeting during 23-25 November 2009 In Bangkok.

During the meeting, both sides discussed cooperation between Thailand and CTBTO as well as Thailand’s ratification of the Comprehensive Nuclear Test Ban Treaty (CTBT). FM Kasit reiterated Thailand’s support for the CTBT and accepted to expedite the internal process necessary for Thailand’s ratification of the treaty which is currently under consideration of the Office of the Council of State. The CTBTO PrepCom Executive Secretary opined that ratification by Thailand, as ASEAN Chair, had symbolic importance and would inspire the other countries in the region, who were not yet a Party to the CTBT, to do the same. Both sides also discussed cooperation in the field of tsunami early warning and agreed to have information on CTBT’s benefits in various aspects translated into Thai to gain more access to the Thai people.
