On 30 December 2009 at the Ministry of Interior of the Islamic Republic of Pakistan, the Instruments of Ratification of the Agreement between the Government of the Kingdom of Thailand and the Government of the Islamic Republic of Pakistan on Co-operation in the Transfer of Offenders and Enforcement of Penal Sentences, signed in Bangkok on 20 December 2007, were exchanged between Mr. Chanchai Jiamboonsri, Charg? d’affaires, a.i. of the Kingdom of Thailand to Islamabad, and Mr. Shaigan Shareef Malik, Deputy Permanent-Secretary, Ministry of Interior of the Islamic Republic of Pakistan.

The exchange of the Instruments of Ratification brings this Agreement into force, pursuant to its Article 16. For Thailand, the Act on Co-operation between States in the Execution of Penal Sentences B.E. 2527 (1984) is the enabling legislation of this Agreement.

Thailand attaches great importance to the main objective of the Agreement which aims at facilitating the rehabilitation of offenders in their society. The Agreement provides conditions for which offenders, who have already served the required minimum period of imprisonment as specified by laws of the Sending State, to be transferred back to their own country to serve the remaining sentence. The Agreement, therefore, serves as a mechanism to further strengthen co-operation in law enforcement and in the administration of justice between the two countries.
