The Signing Ceremony of the Treaty between the Government of the Kingdom of Thailand and the Government of the Socialist Republic of Vietnam on the Transfer of Sentenced Persons and on Co-operation in the Enforcement of Penal Sentences (Prisoner Transfer Treaty)

On 3 March 2010, during the official visit of H.E. General Le Hong Anh to Thailand, the signing ceremony of the Treaty between the Government of the Kingdom of Thailand and the Government of the Socialist Republic of Vietnam on the Transfer of Sentenced Persons and on Co-operation in the Enforcement of Penal Sentences (Prisoner Transfer Treaty) took place at the Government House. At the aforementioned ceremony, H.E. Mr Pirapan Salirathavibhaga, Minister of Justice of the Kingdom of Thailand, and H.E. General Le Hong Anh, Minister of Public Security of the Socialist Republic of Vietnam signed the treaty on behalf of the two respective countries.

The said Treaty will enter into force upon the Exchange of the Instruments of Ratification, pursuant to its Article 14. Thailand has the Act on Co-operation between States in the Execution of Penal Sentences B.E. 2527 (1984) as the implementing legislation, and is therefore ready to exchange the instruments of ratification.

Thailand attaches great importance to the main objective of the Treaty which aims at facilitating rehabilitation of sentenced persons. The Treaty provides conditions for which sentenced persons, who have already served the minimum period of imprisonment, to be transferred back to their own country to serve the remaining sentence. The above-mentioned Treaty, apart from being a symbol of the strengthened, international criminal co-operation between both parties also serves as a mechanism which helps further enhancing co-operation in law enforcement and in the administration of justice between the two countries.
