Mr.Visnu Bhulsuk, Senior Advisor in Policy and Planning of NESDB, recently disclosed that the Office of the NESDB is now the focal point for Phuket International City Action Plan formulation, due to be accomplished in August.
Senior Advisor in Policy and Planning of NESDB said that the Prime Minister Banharn Silpa-archa government assigned the NESDB, Phuket Provincial Authority and concerned agencies to jointly formulate Phuket Province Action Plan during 1997-2001. The Plan was approved by the Prosperity Decentralization Development Policy Committee on November 7th, 1996 and the Office of the NESDB was assigned to coordinate with concerned agencies to get the plan done.
Then the working group was established to formulate Phuket International City Operational Plan with Mr.Somchet Taeracoop, Deputy Secretary-General of NESDB as the chairman and Mr.Visnu Bhulsuk as the vice chairman. The committee members represent Phuket Provincial Authority as well as concerned public and private organizations, with Mr.Kiatisak Madhyamankura, Director of Urban Development Co-ordination of NESDB as the secretariat. Participation is regarded as a key element for the formulation process.
Mr.Visnu Bhulsuk further stated that 9 brainstorming sessions were conducted to consider proper development guidelines which can be summarized, as follows:
- Introduction
- Opportunity, potential and limitation of development
- Development trend, function and vision
- Development Strategies including purposes and area development guidelines, landscape, environment, international infrastructure development, people and economic activities development.
- Plan and project in the short term, medium term of 3-5 years and long term of 10 years.
- Management cooperation for implementation
The Seminar will be organized by the working group in June for brainstorming among prople and local agencies concerned in order to effectively formulate the plan that meet the needs of people of Phuket and nearby provinces.
After incorporating ideas and recommendations from the previous brainstorming sessions, said Mr. Visnu, another seminar would be held to discuss the draft action plan. Participation of all involved parties in the local areas would be stressed.
Furthermore, the public relations plan will be formulated to promote understanding among people in Phuket and nearby provinces, including those in other regions.
The formulation of the Phuket International City Operational Plan focused on participation among several agencies concerned in providing ideas, suggestion and needs regarding plan operation, said Mr.Visnu.
