At Government House, recently, the Cabinet approved the establishment of the Office of the Government Services Centre Commission (GSC) as stated in the Office of the Prime Minister Acts of 1996. The Office will be under NESDB and acting as secretariat to the Commission for the Government Services Centre.
Mr. Sansern Wongcha-um, Deputy Secretary-General of NESDB, in his capacity as member and Assistant Secretary to the Commission for the Government Services Centre stated that the aforementioned office is functioning as the joint planning and coordination unit for concerned agencies to undertake financial management concerning loans and other forms of assistance both internationally and domestically. Furthermore, it will be responsible for analyzing and studying problems and obstacles facing the establishment, as well as providing recommendations for all relevant agencies.
Deputy Secretary-General added that the GSC commissioned a consulting team to conduct feasibility studies involving land survey, water resource, and infrastructure, etc. in five major locations. These include : Wang Noi, Bang Pa-in and Bang Sai; Min Buri-Lam Luk Ka area; the Second Bangkok International Airport site in Chachoengsao; Taling Chan- Nakhon Pathom; Khao Cha Ngok, Nakhon Nayok.
According to the studies' results, Khao Cha Ngok area becomes the most appropriate location, given the distance from Bangkok, transportation links, and availability of land and water resources.
The consultants suggested the GSC establishment be implemented in three phases, already approved by the Prime Minister, as follows;
Initial phase: Speedy relocation of government offices to Chang Wattana area as stated in the Master Plan.
Second phase: Reservation of land belonging to the Real Property Services within the boundary of 100 kilometre around the Bangkok Metropolitan Area for land use preparation, together with designating rules and regulations in relocation of government centre.
Third phase: Formulation of the Plan for a complete government service centre by taking into account necessary infrastructure investment, readiness of the entire area, and other environmental impacts.
