At Government House, recently, there was a signing ceremony of the Thai - UN Cooperation (Thai-UNCAP) between Prime Minister General Chavalit Yongchaiyudht head of the Thai delegates and Mr.Rafiudin Arhamed, UN's representative. Also participating in the ceremony is members of the Thai - UN Partnership Board, such as Dr.Sumet Tantivejkul, Mr.Wirat Wattanasiritham. Mr.Thamarak Karnpisit, Dr.Prawes Wasi, Mr.Sophon Supapong and Mr.Michael Hyne.
Before the ceremony, Dr.Sumet Tantivejkul as a chairman of the Thai - UN Partnership Board delivered a report that the Thai - UNCAP has been derived from the holistic approach of both the Eighth National Economic and Social Development Plan and the UN development policy, aimed at human-centered development. The Royal Thai Government (RTG), the UN family in Thailand, Non-Government Organizations (NGOs), as well as the Thai people at large have jointly established a framework of collaboration to encourage people from all walks of life to play an important role in planning and implementations in order to strengthen their self-reliance which is a key to achieve sustainable development.
Later, Prime Minister suggested all parties concerned that translation of the eighth plan into action will comprise three points; namely, to encourage people in society to participate in thinking, formulating and monitoring the development. Development authorities should be increasingly delegated to regional and local areas while community organizations should be empowered to equally participate in the development process.
Prime Minister further added that Thai - UN collaborative plan will enable them to achieve these. The Thai - UN Cooperation Fund has been established to gather resources from various sources to support the Thai - UNCAP operations. The UN family also allocated a sum of budget to support the fund, as well as, the RTG allocated the budget of baht 20 million to the office of NESDB to enhance the people - centered development approach under the Eighth National Plan.
Dr.Sumet gave an interview after the meeting that the Thai - UNCAP activities will emphasize four issues, as the followings;
First, the Thai - UNCAP's representatives will create common understanding towards the Eighth Plan implementation and expected benefits in pilot provinces and their vicinity. Popular participation of local people will be promoted.
Second, new development strategies will be sought via popular participation.
Third, cooperation of all parties concerned will be expedited.
Fourth, capability of development partners will be strengthened through meetings and seminars so as to encourged them to work in the Civil Provincial Community.
All is aimed at popular participation of all parties in national development, Dr.Sumet added. This will lead to successful implementation of the Eighth Plan to eliminate inequality and poverty.
