Prime Minister, General Chavalit Yongchaiyudht presided over the first meeting of the Government Services Center Commission (GSC) at Government House, recently.
At the meeting, the secretariat reported progress of the GSC's implementation approved by the Cabinet in four issues, namely; pre- feasibility study for the location of the GSC in Bangkok and their surroundings, formulation the GSC master plan at Chang Wattana area, belonging to the Real Property Services, and land use plans of government agencies in southern growth center : Phuket, and Krabi.
Besides, the secretariat proposed framework of the GSC and new town, as following:
1. Selection the location of the GSC should be consistent with national development policies and directions so as to spread out related activites in Bangkok systematically. In addition, within the Eighth Plan, the community system and target area development should be conducted in three issues, such as;
1.1 Regional and community development should be mapped out in harmony with the world economic changes.
1.2 The past development, only crowded in Bangkok, should be improved.
1.3 Complementary between area development and community system should be enhanced for mutual sustainability of development.
2. The Office of NESDB conducted feasibility studies to lay out regional development plan nationwide, showing some important points, as follows;
2.1 To develop a new potential area for serving international economy, namely ; in border areas such as Nong Khai, Mukdahan, Chiang Rai, in the international network areas such as Nakhon Ratchasima, and Saraburi, in the eastern seaboard development project, and also in the southern seaboard development project.
2.2 To ensure balanced development in communities so as to ease a concentration in Bangkok and adjust the north-south development, such as communities along main transportation networks, to link the east-west development areas and eco-tourism areas.
2.3 To strengthen development among groups of communities for their mutual contributions in terms of social and economic development.
3. As for management of metropolitan communities to serve as the front-line economic base, the linkage of infrastructure networks that reached international standards will be created among them. For instance, Bangkok will be a center of economic and technological know-how, while the ESB will be a production base, export-oriented activities, and deep-sea ports.
4. Metropolitan Communities, according to the feasibility studies, will directly involve with arrangement of the Government Service Center. In particular, those located 25-100 kilometers away from Bangkok, such as Bang Pa In (Phra Nakhon Si Ayutthaya - to the north of Bangkok) will be located for pollution-free industries.
Vertical arrangement of the GSC will also be in Chaeng Wattana, Phahonyothin and Klong Toey.
5. There are major factors indicating preliminary conditions such as availability of land, national development trend, infrastructure, water resource and environment. Five optional locations are identified, namely, Wang Noi - Bang Pa In - Bang Sai, Min buri - Lamlukka, the Second Bangkok International Airport (SBIA) - Chachoengsao, Taling Chan - Nakhon Phatom, and Khao Cha-ngok, Nakhon Nayok.
These issues have to be considered indetails later.
Besides, the meeting granted approval to the following issues:-
1. Agree to set up four sub - committees for further implementations, comprising selection of GSC locations in Bangkok and urban centers, master plan formulation for GSC in the regions, measures for GSC management, and area development of GSC in BMR.
2. Approve construction of a new office of the Legal Execution Department at the current location.
3. Approve three out of four construction projects summitted by the Army Post Engineers Department.
