Recently, the Office of the NESDB organized a seminar entitled "Western Seaboard Development Master Plan Study Project" at the Regent Hotel, Cha Am, Petchaburi Province.
Mr.Pairote Suchinda, NESDB Deputy Secretary-General, disclosed that the Western Seaboard Development Master Plan Study Project is the preparation for the feasibility study as to obtain complete information to translate the Plan into action and to ensure effective coordination according to development potential and opportunities of esch area. Besides, the current fiscal status of the country should prudently considered.
Deputy Secretary-General stated that this project is a good example of an holistic planning, stressing on the overall major components; namely, human resources and social development, free market economy in the globalization era, promotion of relationship in the area and subregional levels, in addition to the promotion of decentralization of power and on self-reliance in technological developmemt in harmony with the Eighth Plan.
Mr.Pairote Suchainda then pointed out that this seminar was the presentation of outlines and directions for the western seaboard development that has been revised from the previous seminar. The majority of participants were generally agreed with the ideas and recommendations being presented at this seminar. Further consideration and implementations will be made from the outcome of this seminar, but everything must be done in line with the Eighth Plan by looking into the potential aspects of financial and fiscal situation of the country as well.
The suggestion provided to researchers to revise the final draft are as follows:
Social aspects : Improvement should be made on social indicators for monitoring and evaluating at the area level by means of focusing on investment in social and human resources, as well as safety in life and property, and problems of drugs, plagues and AIDS.
Land use development : Revision of human settlement should also be made in line with geographical existence, present settlement and development opportunities in the future. The meeting thus gave importance to a balanced use of land for agriculture, industry and urban development, inclusive of development linkage between Western Seaboard (WSB), Eastern Seaboard (ESB) and Southern Seaboard (SSB).
Urban development/science city : Relationship between urban, rural and community development must be explicit, The feasibility study in establishing science city must give priority to searching for possible land use, including creation of a network system that would blend science city and other development centers.
Agriculture : The growth rate of agriculture should be set at 2.4 percent per annum in the next 15 years. It could be done by means of adjusting land use and an increase in efficiency of production through appropriate technologies.
Industry : Importance should be given to the existing production base. Besides, the concepts in the border industrial development should not only consider cheap labor but also stress on information technology which is an important key to personnel development to support industries and services.
Management of natural resources and environment : Stress should be on directions in solving deterioration problems of environment, especially waste water treatment and garbage disposal in the city zone. Environmental management measures must be focusing on people participation, as well as creation of mechanism for monitoring and examining operations with greater efficiency than that of the present.
Water resources : There should be an analysis for the possibility in allocating water between various rivers to support production activities, as well as to develop water resources through the use of new technologies.
Transportation : Consideration should be made on the capability of transportation services but not beyond the Thai standard. New roads should be built to connect between the central and lower parts of the western areas. With respect to the water transportation linkage between eastern and southern coasts, the authority should have details with development directions that could lead to tangible implementation.
Organization and institution : There should be a proposal of guidelines and promotional measures from the public sector towards an increasing participation in national development. Besides, there should be explicit guidelines for participation of local organizations in the WSB areas, such as Tambon Adminsitrative Organization and Tambon Council, as well as community organizations and NGOs.
