On 14 January 1999, Dr. Savit Bhotivihok, Minister of the Prime Minister's Office chaired the 1/1999 meeting of the Decentralization Sub-committee (DS) at Dej Sanitwongse conference room, NESDB.
After the meeting, Minister Savit disclosed that the DS considered the budgetary guidelines to support the four grograms under the Prosperity Decentralization Policy. Allocated with 500 million Bt in the FY 1999, the four programs comprised; the Program to boost the Community Economy in Local Areas, the Program for Project Administration, the Program for Public Relations and Evaluation, and the Program for Promoting other relevant projects under the Prosperity Decentralization Policy.
The four programs were designated to foster the local economy at all levels-Village, Tambon, Amphoe; throught the development of the infrastructure projects and the local economy. In this connection, border trade was regarded as part of the agenda for boosting the local employment and economy.
The DS was assigned to figure out the key problems and obstacles faced at the border checkpoints, so as to suggest pertinent solutions. Meanwhile, the regulatory bottlenecks would be resolved by relevant agencies, added Minister Savit.
The new DS was recentrly set up by the command of the Prosperity Decentralization Policy Committee (PDPC). The new DS comprised Dr. Savit as Chairman, eight distinguish experts as Members, as well as Director of the secretariat to the PDPC as Member and Secreatriat. The DS was committed to promote the border economy and the community-based enterprises for response to resolving the economic crisis. The DS was also supposed to carry out its functions stipulated under the PM Office's Regulation on the Prosperity Decentralization Fund, BE. 2536. To achieve any of its functions, the DS was entitled to appoint a working group or working groups as considered appropriate.
