On February 25th, 1999, Office of the NESDB organized a press conference on "Seminar on the First Two Years of the 8th Plan" at the Sirikit National Convention Centre on April 9th, 1999.
Mr. Wirat Wattanasiritham, Secretary-General of the NESDB in his capacity as the chairman of the press conference stated that, according to the government policy, each government agency was supposed to appoint its spokesperson to act as the coordinator and PR practitioner of his or her organization. For NESDB, Mr. Santi Bang-or, a Deputy Secretary-General was then appointed as the spokesman and would be in charge of the news conference today.
Mr. Santi stated that the Eighth Plan was promulgated since October, 1996. In 1995, the NESDB invited people from all walks of life to draft the 8th Plan to build a partnership capacity in pinpointing the future development vision. Since during the 1th year of the 8th Plan, Thailand was hit by the economic crisis, tthe NESDB was assigned by the Cabinet on August 19th, 1997 to revise the 8th Plan in response to the current economic situations and the future perspectives.
Mr. Santi further stated that since the 8th Plan and the revised Plan had been implemented for two years, it was imperative that people from all walks of life be given a continual opportunity to receive the official information and to participate in monitoring and evaluation of development activities. NESDB, therefore organized the National Seminar on "The First Two Years of the Eighth Plan" with the purpose to present the proceedings of the 8th Plan revision quideline, as well as the 8th Plan itself. This was actually consistent with the 8th Plan strategy in promoting the participatory and partnership process for monitoring and evaluation of development results and for proposing the operational guidelines during the remaining period of the 8th Plan.
The NESDB spokesman said that the full day seminar is started with the presentation of the proceedings of the 8th Plan by the NESDB executives and then followed by the discussion among the seminar perticipants to gain their opinions towards the development perfoermance, as well as the recommendation of development quideline and the impact of the economic crisis on human and social development. The presentation would be led by Mr. Sansern Wongchaum, Deputy Secretary-General of NESDB and would be divided into 3 topics; namely, 1) human and social development, 2) national economic competitiveness development, and 3) national development administration.
The NESDB spokesman finally stated that the small group pre-seminar will be held during March 18th-19th, 1999 at the Sri Chulasap Building. The discussion will be focused on human and social development, economic competitivenss development and national development administration, taking into account the linkage with the main findings of the evaluation report. From this, a finalized discussion report could be developed and served as the discussion contexts at the Seminar on April 9th, 1999.
For the Siminar on "The First 2 Years of the 8th Plan", H.E. Prime Minister would be presiding the opening ceremony. There would be approximately 1,000 participants from all sectors and all regions. The morning session is the presentation of the development proceedings by the NESDB's executives and the debate by the participants. The afternoon session would be the small group discussion divided into 3 groups.
Mr. Santi Bang-or added that Office of the NESDB still kept the social contract with the general public in fosterring people's participation in their decision-making, as well as in checking evaluation of the nation's development effort.
