Mr. Sansern Wongcha-um, Secretary-General of NESDB, disclosed that, the ways and means to formulate strategic plan on national productivity improvement should take the form of national productivity improvement policy.
Secretary-General said that NESDB conducted study papers for formulating strategic plan on national productivity improvement. The paper comprises recommendations of formulation guidelines for productivity movement and recommendations of public sector reform in order to support the productivity movement. It was submitted to the board of NESDB on May 24th, 1999. The board approved in principle to stipulate the productivity improvement to be "National Agenda." Later on, the office of NESDB, together with National Productivity Organization jointly organized two seminars. Outcomes of the seminars can be concluded that productivity improvement must be on the basis of building up awareness of improvement.
Moreover, to formulate strategic plan must realize in these guidelines as follows:
1. Collaboration of relevant agencies is essential to respond to changes. Time frame must be clear and develop benchmark to compare with other countries in order to set objective for productivity improvement and to classify mission.
2. Establish knowledge in productivity improvement as well as study strategy and approach of successful countries in order to use as examples for national productivity improvements.
3. Strategic planning should be focused on consideration of objective setting in each economic sector and in strategic setting of all sector by using productivity index.
4. Productivity improvement will be significant strategy of the 9th plan.
Mr. Sansern Wongcha-um further said that outcomes of mobilizing ideas in the seminar introduced factors of successful productivity improvement as follows: 1) build up awareness of the productivity among the people 2) contribute basis and understanding in education system to create attitude, intention, knowledge and skill. 3) promote technology research and development that are consistent social conditions. 4) restructure production sector to formulate sustainable competitive ability 5) adjust role of government to reduce unneeded cost and 6) establish national mechanism to be core of unemployment for national productivity improvement.

The board agreed that concerned units should emphasize participation in productivity improvement process by supporting information and persons to formulate strategic plan. In addition, the board assigned Office of NESDB together with National Productivity Organization to select high potential production sector for establish pilot project for productivity improvement.
