On October 11, 1999, Prime Minister Chuan Leekpai, presided over the third meeting in 1999 of the Joint Public and Private Sectors Consultative Committee (JPPCC) at the Government House. The meeting outcomes can be summarized as follows.
1. Adjectment of JPPCC implementation
The meeting acknowledged result of discussion between Mr. Savit Bhothiwihok, Minister of the Office of the Prime Minister, and leaders of three private organizations, including Board of Trade of Thailand, Federation of Thai Industries and Thai Banker's Association, and Mr. Sansern Wongcha-um, Secretary - General of The National Economic and Soical Development Board (NESDB), on September 31, 1999. The meeting granted approval for adjustment of JPPCC implementation as follows.
1) The JPPCC will be forum of public and private sector for discussion in macro economic policy management and national development strategy.
2) The JPPCC will be mechanism of discussion for public and cooperation among neighboring countries by considering impacts from international commitments and agreements and by proposing means to promote sustainable development.
3) For problem solving of private sector business at practical level, NESDB will coordinate with relevant public agencies and submit to the Council of Economic Minister (CEM) for speedy decision-making.
2. Outcomes of the meeting of Asia Pacific Economic Cooperation (APEC)
The meeting acknowledged foreign ministry's report which conclude the outcomes of the seventh meeting of Asian Pacific Economic Cooperation (APEC) at Oakland Town, New Zealand, during September 12-13, 1999. The main points of the report were as follows;
1) Although the economic crisis has recovered, domestic and international reform should be continued, and social protection is still important. In this respect, Australia proposed to establish Australia Social Safety Nets Initiative fund. Japan proposed to establish Human Resource Development for Structural Reform Fund. Moreover, for Structural reform of financial minister will submit draft of banking standard to APEC leader.
2) APEC emphasizes liberalization and action plan to achieve Borgor Goals, exterminated non-tariff trade barrier measures, and facilitate in both APEC forum and world trade organization forum. APEC members will support new round of negotiation by emphasizing issues of agricultural goods, industrial goods, and service, including support export and agricultural good prohibition.
3. Economic cooperation commitment and trade agreement
The meeting acknowledged economic cooperation commitments and trade agreements. The Thai government has internationa commitments with Wrold Trade Organization (WTO), Association of South East Asia Nations (ASEAN) and Asia Pacific Economic Cooperation (APEC) which Thailand have to undertake the followings:
- Trade issues: Open market by reducing import tax, canceling quota system and trade barrier measure, improving regulation to enhance free market, and reducing subsidization of production and import.
- Service issues: Open service market by improving and canceling restriction in foreign business operation, canceling or amending law for competition in service.
- Investment issues: cancel regulationin using raw material, amend law to protect and benefit to foreign investor.
For progress of commitment implementation with ASEAN, Thailand will transfer inventory from temporary exclusion list into inclusion list. These will cause Thailand to reduce customs tax to be 0-5 percent by January 1, 2000. Futhermore, Thai government signed in protocol on the special arrangement for sensitive and highly sensitive kproducts. Six members of ASEAN will excise tax for sensitive and highly sensitive agricultural products from January 1, 2001 unit 2003, and up to 0-5 percent on Jan 1, 2010.
4. Policy of power distribution for region and operation of business sector.
The JPPCC considered that, distribution policy by empower provincial administrative organization (P.A.O.) to freely collect tax and fee as intention of new constitution. In current economic situation, the region's operation might affect its consumer and private investment. Hence, government is encouraged to contribute understanding among P.A.O. and private organizations.
Therefore, JPPCC agreed that NESDB, Ministry of Interior and the Joint Standing Committee of Private Sector (JSCP) jointly hold a seminar to explain PAO the distribution policy and effect of tax and fee collecting to regional and national economic and social development.
