On September 30, 1999, Dr. Savit Bhotiwihok, Minister to the Prime Minister's Office, assigned the Office of the National Economic and Social Development Board (NESDB) to hold a Public Hearing Seminar on the National Economic and Social Advisory Council at Vipavadee Ballroom, Central Grand Plaza Hotel, Bangkok.
Mr. Thamarak Karnpisit, Chief Executive Planning Advisor, reported that, the objectives of this seminar were to follow the Constitution's philosophy in gaining opinions from every part of the society with transparency and openness, and to consider the contents, origin, authority, mission and operation of the National Economic and Social Consultant Council.
Dr. Savit Bhotiwihok gave a speech in the opening ceremony that, the mission of the National Economic and Social Consultant Council were to give advice to the Cabinet in various topics, particularly economic and social problems, and also in national development plan and other plans as stated in the Constitution. Therefore, this Public Hearing Seminar is to follow the Constitution's philosophy to encourage people from every part of the society to participate the national governance, which the Cabinet was highly concentrated on.
The objectives of the seminar were to build the participation process and brainstorm on the form, role, authority, mission, content, origin and operation of the National Economic and Social Advisory Council, and to collect the opinions and suggestions gained from the seminar for the Office of the Juridical Council to draft the National Economic and Social Advisory Council Act. The participants were invited from every part of the society; People and media, private sector, (government and state enterprises), and political sector, totaling approximately 500 persons.
This seminar represents the step of collecting opinins from people. Prior to this step, 1,800 questionnaires were sent out in order to gain some opinions from various parties; people, Non Government officials and state enterprise employees, academics and private sector.
For the next step, the National Economic and Social Advisory Council Establishment Coordination Working Group will process the opinions and suggestions gained from the questionnaires and the seminar, and set the form of the council which comes from the people in every part of the development. It will be proposed to the Policy and Coordination of Operation according to the Constitution Committee, the Cabinet and finally to the parliament during November 1999 - April 2000.
The National Economic and Social Consultant Council will be the institution belonged to the people and legally allowpeople to give advice and suggestions to the Cabinet, in order to follow the basic policy of the governance stated in the Constitution.
