On September 21, 1999. The Office of the National Economic and Social Development Board (NESDB) held the 1999 Annual Macroeconomic Seminar on "Economic Future, Direction and Policy", at Anoma Hotel, Bangkok. The objective of the seminar was to present economic studies to the concerned agencies.
Mr. Sansern Wongcha-um, Secretary General of NESDB and chairman of the seminar, gave a speech in the opening ceremony that, one of the Office's major mission was to analyze the economic situation for the short-term, medium-term and long-term economic policy formulation. Therefore, the Office had a policy on promoting researches concerning national development plan, including policy research studies performed by NESDB, outside academics and public and private research institutes. The results of the studies would be presented in the annual academic seminar. The topics of the seminar would be extended to cover social policy. Each year, the topics of the seminar would be selected and set in advance, in order to provide enough time for the research studies.
The Secretary-General proceeded that, 3 topics concerning important economic policy were selected to be presented in this seminar,
1. Overall Picture, Direction and Policy of Macroeconomic, covering 3 topics; 1998-1999 Thailand Economic Tendency Analysis, Direction of Monetary and Fiscal Policy Analysis, and Financial System Recovery.
2. Direction of Thailand Economic Policy.
3. direction of Thailand Productivity Increase Policy.
Furthermore, the Secretary-General mentioned 3 points to concerned, particularly for the NESDB's role of planning and giving economic policy suggestion, as follows;
1. The Sustainability of the Economic Recovery. At present, the financial Sector achieves a certain level of progress in problem solving. However, there are some points to be considered, such as, the sustainability of fiscal condition, the financial institution development, and the utilization of new monetary policy tools, for example, the monetary policy for setting inflation target. These are the challenges for thailand.
2. The need of Economic Warning System Development. NESDB has already initiated it in some level, particularly short - term data system, such as the Quarterly Gross Domestic Procut.
3. The Effectiveness Evaluation of the Policy. Up to present, the policies and strategies of some issues. particularly monetary policy, are performed under the suggestions of the International Monetary Fund (IMF). However, the effectiveness evaluation of the policies and strategies is not timely. Sometimes it results in the lateness of the financial system recovery, and finally the economic recovery.
NESDB realized the necessity of policy research studies which will lead to the overall economic policy process. Furthermore, NESDB has started the process of the Ninth Plan formulation. Therefore, this seminar was held to bring about the annual seminar for the research presentation of NESDB, academics from universities as well as public and private research institutes. The objectives of the seminar were to exchange opinions and built academic cooperation network in macroeconomic development of Thailand. Moreover, the NESDB officials could gain some opinions and suggestions which were useful to the work of NESDB, and the data as well as academic work of NESDB could also be presented to the public.
