Dr. Utis Kaothien, NESDB's Assiantant Secretary-General in his capacity as the Director, Office of the Government Centre System Administration Committee and Assistant Secretary to the Government Cetre System Administration Committee disclosed the outcomes of the Committee meeting presided over by Mr. Bhichai Rattakul, Deputy Prime Minister on March 29th, 2000. The meeting granted an approval on the Government Centre Master Plan and its Action Plan of Krabi Province where the areas of 127 rais around the City Hall is designated to be the location for the major government centre and the areas of 650 rais Southwestern of the major government centre at Klong Chilad, Tambon Saitai, Muang District was designated to be the location for the subsidiary government centre. Of these areas, 200 rais will be the location for the building complex of 24 agencies and another area will be utilized for other functions.
Furthermore, the meeting recommended that the Provincial Central Administration and concerned agencies assign to strictly undertake reservation area management and mangrove forest ecology rehabilitation and pollution control at the harbor in the subsidiary government centre area. Moreover, the forest area that is not mangrove forest which used to be administered by the Royal Forest Department will be transferred to be administered by the Treasury Department. Moreover, the number of government housings must be revised to be in line with the real number of government officers in future.
The Action Plan of the Chang Wattana Government Centre Master Plan was approved to be implemented within 12 years from FY 2000 to 2011. During the initial stage of implementation, the building complex of 20 agencies and the agencies designated by the constitution will be built in the Thai cultural style. The transportation network with the bicycle lane will also be established. Furthermore, the Bureau of the Budget was assigned to concider the compensation for the removing cost of the agencies under the Highway Department form the Chang Wattana Government Centre area.
Regarding the consideration on the Rayong Province Government Centre Master Plan, the committee recommended on undertaking the review study to search for an alternative of additional Government Centre establishment which the results will be considered in the upcoming meeting.
