The Prime Minister Emphasizes People as the Centre for Development

          On May 10,2000, Prime Minister Chuan Leekpai in his capacity as the Chairman of national seminar entitled "Vision and Developmant Framework of the Ninth Plan" organized by the Office of the NEWDB stated that the past major development strategy continued to be effective at present because development is always centered on people's good quality of life and education. Despite the period of financial crisis, this strategy is still supported by all parties.
Regarding public health, people need to have safeguard for their lives, especially during their illness. In so doing, the cabinet had approved regulation concerning national health reform which is considered as the guideline for life quality development. Furthermore, good administration in public and private sector as well as other sectors must be focused especially on distribution of authority to the local areas as to benefit the people. These guidelines are appropriate and need to be continuously undertaken, with emphasis on how to make them more effective.
Mr.Sansern Wongcha-um, NESDB's Secretary-General provided a report regarding the seminar purpose by stating that the Office of the NESDB organized a brainstorming meeting among NESDB staffs and academics for gathering ideas and information to be the basic framework for the provincial seminar nationwide during January-February, 2000, 9 regional seminars attended by 2,000 participants were organized following the seminars at the provincial level.
For this seminar, the ideas gathered from the provincial and regional seminars will be presented to the representatives of people and all development parties in society. In so doing, ideas and suggestions from various brainstorming processes will be gathered for readjusting the development vision and framework of the Ninth Plan which will be presented to the cabinet for detail consideration.
