Progress of the Ninth Plan Formulation

          Mr. Sansern Wongcha-um, Secretary-General of NESDB disclosed the progress of the Ninth Plan formulation that the drafted plan will be completed by December 2000. The Secretary-General said that the conceptual framework covering the direction of the Ninth Plan, brainstormed from the people nationwide was approved by the cabinet on August 1, 2000.
In order to prepare systematic and clear presentation of the Ninth Plan in connection with the seven strategies and their implementation, the NESDB has set implementation guidelines and mechanism. These include development evaluation, the review for consistency with the philosophy of the sufficiency economy, the formulation of strategic targets, the prioritization of development guidelines and the formulation of the clear development guidelines.
Regarding the detailed design of development strategies in line with the Ninth Plan, the NESDB has set mechanisms for coordination of planning and participation of all parties concerned as well as translating the plan into action. These mechanisms cover the relevant sectors and those concerned as follows:
1. To set up the-committees on strategic planning and coordination of transforming plan into action, under the NESDB. These strategies are involved with all the parties concerned and are made by the sub-committees concerned.
2. To rely on the existing core agencies, in co-operation with the NESDB and other main agencies, to design mechanism for strategic planning, through the existing committees, the sub-committees, or working groups.
The Secretary-General further said that the sub-committees and working groups had held the workshops to formulate details. Last November, the results of workshops among those concerned were synthesized, integrated and designed, for the formulation of the strategic plans in several areas as to become the draft version of the Ninth Plan. The draft Plan will be presented to the seminar participated by the chiefs of government agencies and state enterprises, followed by seminar at the national level, the scrutinization by the National Economic and Social Advisory Council and the final approval by the cabinet.
