Recently, the Monitoring and Evaluation Division, the Office of the NESDB, organized a seminar entitled "The Final Report of the Eighth Plan's Monitoring and Evaluation Indicators" at the Amari Water Gate Hotel, Bangkok.
The concept of "Well-Beings" was introduced by ADB experts as the guideline for indicators development to evaluate the Eighth Plan implementation according to the human development concept under holistic approach, as stated therein.
The multi-dimentional concept of "Well Beings" consists of 7 components; nemely, health and nutrition, education, working life, family life, economic development, environment, as well as safety and governance. Detail of each component is, as follows:
There are three major techniques for the Well-Beings Indicator construction, said ADB experts. First of all, significance of the indicators both at macro and area-based levels should be recognized to ensure more responsiveness of development action plans/programs. Focus, moreover, will be on the construction of indicators because the Well- Beings concept is multi-dimentional. It requires various types of indicators, in every dimension, to show the more responsive remedial measures. Thirdly, it should be recognized that the Well-Beings indicators will yield non-linear results, meaning each indicator will yield different results according to standard of living.
Also, the experts have developed 5 new indicators to better reflect the condition of well-beings, given the 8th Plan concept. These are Regional Inequality Adjusted Growth Rates, Export Diversity Index, Spatial Price Indices, New Poverty Line, and Accurate Estimation of Life Expectancy.
Besides, effectiveness and accuracy of these indicators have been tested with actual data at macro and area-based levels. Results of the test, in fact, concretely showed effectiveness of the Development Prosperity Decentralization Policy. These also showed the ways to sustainable development, taking into account export performance upgrading, export market deversification, and alleviation of regional disparities. According to these analytical results, Thailand's national development can be summarized in 4 aspects, namely:
1. Income Distribution and Prosperity Decentralization.
ADB experts proposed a new poverty line at Bt 636/person/month in 1994, compared with Bt 473 in 1988 to guage poverty incidence of the country.
2. Regional Disparities.
The experts took into account economic structures shown in the national accounts system.
3. Income Inequality.
Focus was on household income from the social and economic surveys conducted by the National Statistical Office.
4. Growth Analysis
The experts considered export performance and the national economic expansion, including regional disparities.
the Well-Beings concept was acknowledged at the above meeting. participants of the meeting, however, recommended that ADB experts take into account working conditions, economic structure, characteristics of Thai society, development process, and popular participation to designate basic components of each index.
