          On the occasition of Her Majesty the Queen's Birthday, August 11, 2000, at Dusidalai Hall, Chitralada Villa, Dusit Palace, the Queen pointed  out about utilizing retired persons by registering them under the "brain Bank".         
The Cabinet has responded to Her Majesy's idea by establishing "Brain Bank" under the responsibiity of NESSDB which is a central registration unit for collecting experts classified by sector relevant to the demand for country development. Moreeover, similar information of retired persons from all ministries and the private sector will be collected in the Bank.
Main concepts of the Brain bank are emphasized on seniority, the relationship between various generation, trasferring knowledge and experiences to next generation, and being a center for providing experts relevant to the need.
on November 7, 2001, NESDB reported the cabinet about the preparation process of the Brain Bank and the process of recruit senior volunteers was also approved on December 20, 2000, which is composed of:-
1. All experts, who are healthy and have volunteered to work for the public, will be registered in "Brain Bank";
2.NESDB, as a central registration unit, is an information center for senior volunteers and for organizations that want the assistance;
3. Data in the Brain Bank will be updated, linked with other registration unit, and occasionally evaluated. Information and result of implementation will be disseminated to public.
The criteria in recruit these senior volunteers should be those retired from government or private organization by resigning or retiring, have good health, are knowledgeable and have voluntarily joined the project. NESDB has disseminated the recruit information to public and private organizations, NGOs and communities in order to send name lists of those qualified and are willing to join the project.
NESDB has registered the volunteer's name list now in total of 1,755 persons (at April 12, 2001) classified in 14 sectors:-
- education 390 persons
- public Health 311 persons
- Agriculture 237 persons
- Science 199 persons
- Specific occupations 115 persons
- Finance, monetary and budgeting 111 persons
- Social and community development, and labour 90 persons
- Law and local administration 68 persons
- Art and culture 60 persons
- Development planning 44 persons
- Commerce and services 37 persons
- Industry 10 persons
- communication 6 persons
- Others (management, business administration, defense, energy) 77 persons.
Retired officials from University Affairs applied the most and followed by Ministry of Education, Ministry of Agriculture and cooperatives, the Royal Institute, Ministry of Science, Technology and Environment, Office of Civil Service Commission, the Royal Irrigation Department, Bank of Thailand and Senior Official Club.
There are name lists of executive retired officials from various organizations who applied in this project such as M.R.D.Disnadda Diskul, Dr. Sumet Tantivejkul, Mr.Kosit Panpiemras, Mr.Chavalit Thanachanan, Mr.Pong Sono, Mr.Thalerng Tamrongnawasawat, Mr.Chrac Chutaratkil, Mr.Jaroong Nookhwun, Mr.Somnuk Bamroong, Mr.Thirayuth Lorlertratna, Mr.Siri Keiwalinsri, Mr.Rungrung Isarangkura, Mr.Sompon Kiatphibool, Mr.Athasit Vejjajiva, Prof.Arun Chaiseri, Mr.Siri Gajarerndee etc..
The project has continually recruited the senior volunteers. NESDB has set up a Working group on "Brain Bank" to Coordinate about this issue and appointed a Sub-committee on "Brain Bank" under the Board of NESDB that composed of experts from various sectors to formulate the policies and be consultant in implementing this task
