Science and technology development was focused on improving knowledge and capacity of human resources in applying to local wisdom; having the good governance and the coordination between the public and private sectors in order to strengthen the foundation and reduce poverty; and developing the country compatible to the change of globalization for increasing the economic competitiveness.
Mr. Sansern Wongcha-um, Secretary-General of the National Economic and Social Development Board, said in the Seminar on "Knowledge-Based Ecomomy; A New Step of Science and Technology" in the topic of "Science and technology measures for development" on June 21, 2001 at Queen Sirikit National Convention Center, that science and technology had to be continually developed and applied for maximum benefits as well as create the balance according to the philosophy of "Sufficiency Ecomony"
The Ninth Economic and Social Development Plan had formulated a strategy on the development of science and technology which was focused on strengthening the foundation for being self-reliant and able to adapt to the change; reducing poverty; and developing science and techonology relevant to the global change in order to increase the economic competitiveness. These composed of 2 main issues: the human resource development in science and technology through the educational reform in order to build body of knowledge for all particularly at the community level so that they could apply systematically to local wisdom for strengthening the foundation and relating to the world competitiveness; and the good governance through science and technology development in both the public and private sectors to be relevant to the real demand by concerning potentials and opportunities. It would create the economic benefit and the environmental management for better quality of life.
This strategy will lead to the emphasises on human resource development in the Ninth Plan through building body of knowledge and good governance. The existing knowledge should be systematically integrated with science and technology to increase value added and quality in production and service sectors which finally reduced the poverty.
