Guideline for Potential and Efficiency Human Resource Development

          Office of the National Economic and Social Development Board (NESDB) proposed the drafted guideline for potential and efficiency human resource development for consideration. It emphasized on training for job-searchers and workers with the cooperation of the public and private sectors in providing the training courses.
Mr. Santi Bang-or, Deputy Secretary-General, on the behalf of the spokesman of NESDB, revealed that, the Meeting on "Guideline for Potential and Efficiency Human Resource Development" which chaired by Mr. Suwit Khunkitti, Deputy Prime Minister was geld on June 5, 2001 at the Government House.
He said that, NESDB was assigned by the Prime Minister to draft the guideline for potential and efficiency human resource development and proposed for consideration in this meeting. The following issues were approved:-
1. The main ideas of the guideline should be based on the concept of increasing efficiency, quality and knowledge of job-searchers and workers who wanted to improve their capacity or skills. Labour force outside the schooling system was the target group.
2. Guideline for increasing potentials should be divided into:-
- Industrial sector in quality and patterns of the product development;-
- Agricultural sector in agro-industry and small businesses;
- Service sector in tourism and other service businesses;
- Others training courses should be in packaging design, small businesses, foreign languages, computer, information technology, selfemployed in Thai food, Thai massage, tour guide, etc.
3. For the implementation guideline, the public sector should allocate budget for training institutes including per diem for unemployed and employees in small enterprises. In enterprises where having more than 10 employees, employers should pay per diem for their employees.
4. Private sector where provided training courses should propose them to NESDB that composed of details of training courses, periods of training and types of training institutes.
5. The selection of trainers should be those qualified from training institutes in the private sector, the public sector or other agencies. The types of training should be set, for example, learning learner, on the job training, etc. Sharing of budget responsibility should also be specified.
6. Short-term and middle-term projects should be implemented effectively within 1 year. Long-term projects should be considered for budget allocation in the fiscal year of 2002 and should be implemented by the training institutes.
