Mr. Thamarak Karnpisit, Deputy Secretary-General of NESDB, in his capacity as secretary to the Human and Social Development Planning Sub- Committee, disclosed that, recently, former Prime Minister Anand Panyarachun, as the Sub-Committee's Chairman, presided over the last meeting of the Sub- Committee to consider the final draft for Human and Social Development Plan to be included in the Eighth Plan.
Deputy Secretary-General disclosed that the Sub-Committee invited the representatives of the media to observe and acknowledge the ideas and guidelines of the Human and social Development Plan in the Eighth Plan. Their Participation will eventually help disseminate necessary information to the general public which will be useful for the plan implementation.
To map out the plan in this aspect, said Mr. Thamarak, the Sub- Committee has realized that all facets of national development are intertwined, so the development targets in other sectors have been taken into account, including the sole objective of the Eighth Plan, focusing on human development. This will be aimed at creating "a warm family, strong community, efficient, free and fair society, as well as balanced development on the grounds as being Thais." As a result, the development guidelines for human and social development in the next five years will primarily be focused on the inter-linkages between "people" and "social environment". The main objective in this regard include :
1. Fully developing potential of the Thai people in physical, spiritual, and intellectual aspects so that fair and ethical behaviors will be respected among them. They should, moreover, acquire necessary occupational skills and knowledge, being physically and mentally healthy, and consciously responsible for family, community and environment. They should play a greater role in leading national development and participate in every development dimension.
2. Developingsocial environment favorable to the betterment of quality of life of the Thai people and society as a whole so that people will be happy and live in a warm family, strengthened community, and healthy and peaceful society.
3. Providing opportunity for the special target population (the underprivileged and the genius people) for their potential will be fully developed and they can live their lives with pride and dignity.
Deputy Secretary-General lastly stated that, to achieve the above objectives, three major strategies are designated, namely :
1. Development strategy for people in general include population development guidelines, intellectual development guidelines, skill and employment development, health development and spiritual development.
2. Development strategy for the special target population consists of development for the underprivileged, development for the handicapped, and development for the genius.
3. Development strategy for social environment contributing to human development include cultural promotion for development, family and community strengthening, the development of social security system, and the development of public administration and the government service.
