The NESDB's office, recently, held the second seminar of the Chiang Mai-Lamphun Twin City Development Study Project, chaired by Mr. Sansern Wongcha-um, Deputy Secretary-General of NESDB. The seminar was aimed to gather ideas and recommendations about the draft of the Chiang Mai -Lamphun Twin City Study Project from related agencies in forms of public hearing.
The NESDB, under Cabinet approval, carried out the study project to be used as a framework for the Chiang Mai and Lamphun Development so as to ensure a more systematic growth pattern of these two major provinces that will serve the Northern development strategies. In this regard, the NESDB commissioned consultant firms, comprising ASEAN Engineering Consultant Co. Ltd., S.J.A.+3D Co Ltd. and Louis Burger International, INC. to undertake the feasibility studies, starting from May 1995 to September 1996.
At present, the consultants have attained the draft development plan of the Chiang Mai-Lamphun twin city to recommend the directions and strategies of development in the two northern cities. The plan is aimed to upgrade the two provinces to be a center of this region, preserve ancient cities and historical ruins, develop infrastructure networks and new development areas, as well as manage and improve the current public administration. There are also the action plans, that indicate priority of plans, projects and significant measures of the twin cities.
Results of this seminar can be concluded that all participants agreed with the joint vision, named "expand horizon, touch deeply, look ahead, and do it", and the macro target on sustainable development"
Furthermore, the meeting requested clarification in some issues, such as town and community development that should have an explicit plan, depending on an actual situation facing each community which would take more than 10-20 years. The more concrete results should be emphasized in development adminstration, especially the roles of local organizations. Mutual contributions between urban and rural development should be enhanced so as to achieve balance in national development.
As for measures to upgrade the agricultural and industrial development potential, the meeting agreed to focus on the industrial development zones and enhance the promising industrial activities, together with the promotion of the interlinkages between industry and agriculture for value added productions. Meanwhile, an inter-disciplinary approach should be adopted so as to designate the urban development guidelines for a livable society as well as the preservation of historical identity. People should be enhanced to live happily, with better quality of life amid the historical bounds.
According to the seminar, water resource management is an important part of the twin city development; therefore, it should be wholly developed, including the ecological system. The meeting further advised that fairer pricing policy for infrastructure services should be emphasized for universality of services for all users. Besides, to be consistent with the Eighth national development plan, the human and social development in these provinces should focus on the physical, mental and intellectual development of local people, including the promotion of the favorable social environment.
The consultants will consider the outcomes of this seminar for reviewing the twin city project to be more practical and responsive to local needs, regarding for the planning process in the nothern region as well as the specific areas development.
During August - September, 1996, the feasibility studies in the second phase of the twin city development are undertaken to set five priority studies, already approved by the Project Supervisory Committee. These studies will cover the new Chiang Mai-Saraphi-Lamphun Parkway Project, the water pipeline project for Mae Kuang-Lamphun, the improving projects of city walls and the Jaeng Koo Hueng-Phom Hai Ya outer earth walls, the establishment of an institute of research and technology development for international cooperation, and the transportation center in town.
